We are seeking a Senior HR Consultant to support our HR Business Partner by delivering high-level specialist HR advice, guidance, and operational support to managers and employees. This role is crucial in ensuring council policies and procedures are adhered to, undertaking projects to deliver workforce solutions, and supporting the delivery of Workforce Plan objectives. The successful candidate will supervise HR Consultants, develop effective working relationships, and manage the development and maintenance of HR policies and procedures.

Day-to-day of the role:
  • Provide specialist technical and professional advice to the service and its customers.
  • Lead and facilitate staff to ensure effective service delivery and project completion.
  • Conduct research, monitor data, and review local and national policies and best practices.
  • Manage performance and coordinate resources for project delivery.
  • Ensure performance indicators and targets are met, and review standard procedures.
  • Organize and chair meetings, focus groups, and working groups.
  • Ensure good financial management to meet budgetary targets.
  • Promote good working relationships with internal customers, other local authorities, outside agencies, and the private sector.
  • Present formal and informal reports to management and Elected Members.
  • Handle customer complaints and ensure appropriate resolution within agreed timescales.
Required Skills & Qualifications:
  • Experience in providing high-level/specialist HR advice and guidance in areas such as recruitment, change management, employee relations, and attendance management.
  • Experience in managing others in the delivery of HR solutions, case work, or projects.
  • Experience in developing and reviewing corporate HR policies and procedures.
  • Experience working within a trade union environment.
  • Experience in designing and delivering learning and development events.
  • Up-to-date knowledge and understanding of employment legislation.
  • Ability to analyze, interpret, and present management information.
  • CIPD Level 5 (or Level 3 with substantial experience and willingness to attain Level 5).
