Are you in search of a temporary yet fulfilling role? Look no further! We're thrilled to offer an exciting position for our client based in Milton Keyneswho are looking to appoint a Team Leader Licensing for the 3 months ongoing, at the rate of 25.39 per hour umbrella

Job responsibilities

This role will be working on a hybrid basis at least 2 days a week in the office to attend sub-committee meetings.

To be responsible for the co-ordination of the work of the Licensing staff. To personally direct the work undertaken and to supervise the work of staff in that office concerned to deliver an efficient and effective licensing service including the administration of applications and compliance activities. The post holder will be one of the key advisors to Councillors on licensing matters.

MAIN DUTIES AND RESPONSIBILITIES:

  • To be responsible for the day-to-day supervision of the Licensing Service Team and for the allocation of work to team members and targets for those members of staff.
  • Ensure that the premises, vehicles and people that require licensing or consents comply with all relevant requirements and licensing conditions.
  • To prepare reports for Sub-Committee and Committee meetings on licensing matters generally and individual applications as appropriate.
  • To carry out investigations, prepare evidence and appear at licensing (Sub-) Committee, mediation hearings, Court proceedings and Pubwatch/Taxi Forum meetings as appropriate.
  • Facilitate Mediation between applicants, responsible authorities and interested parties, with a view to informally resolving representations against licensing applications.
  • Maintain the computerised record system for licensing including the provision of management information.
  • Maintain accurate records of complaints regarding licensing matters.
  • Encourage self-regulation by maintaining liaison with responsible authorities, police, licensees and the Council by promotion of the 'Pubwatch' scheme throughout the Borough. To maintain a good general relationship with licensees, through the design and production of guidance and other educational/promotional information.
  • To meet relevant targets and performance standards in relation to the assigned duties in order to achieve high standards of service delivery.
  • Maintain an up to date knowledge of licensing law and procedures, attend training courses as required.
  • To ensure that the necessary public registers and other documents are kept accurate and up to date.
  • To manage the budgets allocated to the post in compliance with the responsibilities placed on budget holders by Financial Regulations, to keep such records as the postholder requires to meet those responsibilities and to apprise the post's line manager of all budgetary pressures and all other risks to the budgetary obligations of the Council as soon as possible and to ensure that procurement decisions are taken in accordance with the Council's approved policies.
  • To personally observe and ensure staff in the team for which the post is responsible observe all financial, health and safety and operational procedures, policies and practices relating to their works and that of the Council generally. This will include making appropriate checks on work carried out by the staff concerned to ensure observance of the procedures, policies and practices.
  • To allocate work to the staff in the team for which the post is responsible and to ensure that they are appropriately trained to complete the tasks allocated.
  • To hold team meetings with the staff in the team for which the post is responsible to consider all aspects of the work of the team and observance of procedures, policies and practices relating to that work and that of the Council generally.
  • To undertake any other duties as requested by the Head of Democratic and Registration Services commensurate with the grade of the post.
