About the Role:Our client is a highly experienced and commercially astute Managing Quantity Surveyor to join our team and lead the preconstruction commercial activities for a diverse portfolio of projects in the North East. This person will be responsible for all aspects of preconstruction commercial management, ensuring successful project development and bidding for both framework agreements and private schemes, utilising your expertise in 2-stage tender processes and other elements through project inception. Responsibilities:

  • Preconstruction Cost Management:

* Lead and manage the preconstruction cost estimating and commercial analysis activities for a variety of projects.* Develop comprehensive cost plans, budgets, and forecasts for projects during the preconstruction phase.* Conduct feasibility studies, value engineering, and risk analysis to optimise project costs and identify potential issues.

  • Tendering and Bidding:

* Lead the development and submission of competitive tenders and bids for framework agreements and private schemes.* Coordinate with internal teams, including estimating, design, and construction, to develop winning bids.* Prepare and submit detailed tenders and proposals, adhering to strict deadlines and quality standards.* Proactively engage with clients and stakeholders during the bid process to build strong relationships and secure projects.

  • Contract Negotiation:

* Engage in contract negotiations with clients, ensuring favorable terms and conditions for the company.* Collaborate with legal counsel to review and finalize contracts.

  • Framework Management:

* Develop and manage relationships with framework clients, understanding their requirements and opportunities.* Lead the preparation of bids and proposals for framework projects, ensuring alignment with framework guidelines and specifications.

  • Team Leadership:

* Provide guidance, mentorship, and support to junior quantity surveyors within the preconstruction team.* Foster a collaborative and high-performing environment, promoting best practices in preconstruction commercial management.Key Requirements:

  • Proven track record as a Managing Quantity Surveyor or similar role within a Tier 1 main contractor, with extensive experience in preconstruction cost management and tendering processes.

* Extensive knowledge and experience working with various construction contracts, including JCT and NEC forms, with a strong understanding of 2-stage tender procedures.* Strong understanding of the construction industry, including project delivery models, cost control techniques, and risk management principles.* Excellent analytical, problem-solving, and decision-making skills with the ability to make sound commercial judgments.* Strong communication, interpersonal, and negotiation skills, with the ability to effectively communicate with stakeholders, including internal teams, external consultants, and clients.* Proficiency in relevant software packages, including cost modeling, valuation software, and project management tools
