Description
To ensure the Health, Safety and Environmental processes and procedures associated with the Company's chemical manufacturing, storage and distribution business aspects are carried out in accordance with Company policy statements, management systems and all statutory obligations.
1. To champion, administer and review, in conjunction with other departmental managers, the COMAH regulations in order to maintain the Company's Upper Tier status.
2. To be a key stakeholder of the associated COMAH disciplines, ATEX, MATTE, DSEAR, SIL, HAZOP,PHR,LOPA, SIL, Human Factors and MAH
3. To be a member of the Site Incident Controller Emergency Team
4. To be the principal liaison for Intervention Audits for Internal & External Stakeholders
5. To coordinate the Company's Integrated Management Systems with regard to ISO 14001 and ISO 45001 in conjunction with the Quality Assurance Manager to comply with relevant statutory obligations and internationally recognised standards.
6. To manage and monitor all environmental aspects of site in accordance to COMAH , EPR and ISO 14001
7. To review, update and issue new SOP's , Procedures related to this discipline as needed.
8. To support and advocate COSHH assessments on site
9. To be an Internal Site Auditor related to the disciplines herein
10. To be Chairman of the Site Health & Safety & Operational & Committee Meetings
11. To be the key stakeholder in the Site Health & Safety Management by active and personal engagement with all employees
12. To maintain contact with the Technical & Regulatory Director and or the with regular updates on significant actions arising from principal responsibilities.
13. To provide or facilitate in-house training in connection with H&S,E aspects to support or promote Integrated Management System, Site Safety Culture, COMAH, and Environmental Management.
14. To be a key stakeholder in incident, accident and near miss investigations and completion of the needed actions. To lead teams to ensure lessons are learned from previous events. 15. To run regular checks / audits on the Health & Safety Management Systems for fitness and suitability
16. To implement, monitor and maintain the Company's current EPR authorisations and any additional environmental legislative requirements as required/ necessary.
17. To be a key stakeholder for ensuring a low-risk process safety environment is maintained at all times.
18. To file, report and maintain the company's obligations with respect to the site COMAH, Environmental, Waste, Packaging and EPR aspects in accordance with current legislation and standards.
19. To manage waste disposal / recycling activities on site.
20. To be the principal stakeholder for Producer Responsibility Obligation (Packaging Waste) Regulations
21. To actively participate in site risk assessment processes to ensure a low-risk environment can be maintained.
22. To be an active stakeholder for Management of Change Processes
23. To assist and facilitate the H&S and environmental management system internal audit programmes.
24. To prepare and distribute the Key Performance Indicators with respect to Company H&S, E performance.
25. To represent the Company at relevant seminars and or industry events as appropriate. 26. To be the nominated Company DGSA advisor
27. To be responsible for the arrangement and supervision of site waste/ hazardous waste disposal requirements.
28. To participate in any additional duties requested which are required by the Company and deemed reasonable and within your capabilities to perform.
29. To carry out specific duties and responsibilities detailed in the current Company policy statements and procedures, with particular emphasis on those relating to environment, safety and health.
30. To ensure that both your individual and management responsibilities for safe working practices with due regard to current health & safety and environmental legislation and current Company requirements are adhered to and maintained at all times during the course of your employment.
Profile
* Degree level qualification in chemistry or closely related scientific discipline is preferable, or equivalent
* Health & Safety Qualification Desirable NEBOSH Certificate / Diploma
* Proven experience of active engagement with COMAH at Upper Tier Site & Environmental Permitting Regulations
* You will have a track record working as a HSE Manager in a leadership or head of department role within the Chemical Manufacturing sector.
* A working knowledge and experience of quality management systems, standards, procedures and internal auditing.
* Computer Literacy (Microsoft Office, Word, Excel, Outlook) is essential
