Decommissioning Compliance Advisor
Our client is seeking a collaborative, detail-oriented, organised individual to support the Decommissioning Team in a Compliance Support role.
This is a full time position, based in the Norwich office.
This position is on a 12 month contract basis, with view to extend beyond this point, working Monday Friday.
Skills, Experience and Qualifications:
A decommissioning and/or compliance background would be beneficial. People looking to broaden their energy industry, QSSHE and/or assurance experience are also encouraged to apply.
Strong stakeholder management and a professional communication style to liaise with internal and external stakeholders, including regulators.
Project management skills to work on multiple topics/projects to ensure legal compliance.
Good organisational and time management skills to meet regulatory deadlines.
Detail-oriented and excellent standard of written English.
Proactive and learning mindset that continues the development of the company's understanding of decommissioning compliance requirements.
Confidence to intervene and promote a positive compliance culture.
Familiarity with computer software and the ability to learn new computer systems.
Key Responsibilities Include:
Drafting the general sections and coordinating with the technical teams to write the installation and pipeline decommissioning programmes, Close Out reports, operatorship transition documentation and other documentation required for decommissioning projects.
Preparation of regulatory permit applications, monitoring the applications to approval and collating information for data reporting through the North Sea Transition Authority (NSTA) PETs portal.
Writing progress reports and presentations for regulator meetings.
Administrating the Permits, Licenses, Approvals, Notifications and Consents (PLANC) system:
Ensuring all new and changes to regulatory requirements are captured in the PLANC.
Maintaining the schedule for PLANC submissions in line with the overall decommissioning project plan.
Ensuring records are up to date and relevant supporting information is uploaded to the PLANC.
Maintaining a compliance commitment register and providing timely reminders to the team to ensure deadlines are met.
Preparing and managing subcontractor scopes of work for compliance and assurance activities.
Supporting decommissioning risk assessment reviews, HAZID, ENVID etc. and collaborating with the QSHE and technical engineers to identify controls and implement improvement actions.
Managing the decommissioning assurance and improvement action plan.
Supporting the preparation for and execution of compliance audits, and ensuring corrective actions completed within the agreed deadline are followed up.
Deputising for the Decommissioning Compliance Lead as a contact for regulatory bodies.
In this job, you will keep abreast of changes to laws, regulations, or company rules concerning the decommissioning of offshore assets.
