Job Objective:To assist the Financial Services Manager in managing the effective operation of finance systems, ensuring compliance with professional, local, and national standards. The role involves identifying potential improvements and providing effective supervision and line management to Finance Technicians, Trainee Finance Officer, and Finance Apprentice.
Main Duties and Responsibilities:
- Ensure proper administration of allocated areas, acting as a Business Advisor for systems and specified council activities.
- Provide technical liaison with ICT and suppliers, offering systems support and advice for all service areas and specified projects.
- Manage the operation of EFin, Civica, and other systems within the service.
- Support Finance Business Partners in delivering accounting services.
- Promote the development of business and financial skills across the authority, ensuring the transfer of technical knowledge.
- Deliver finance and system-related training to staff, ensuring compliance with relevant professional and statutory codes.
- Identify and progress opportunities for transforming financial systems, reporting, and reconciliation processes, including improving the Green Waste system.
- Assist in providing financial and business advice to Council Management Teams, Boards, and other bodies.
- Liaise with and support work by external auditors, internal auditors, and other inspectorates.
- Work with the Financial Services Manager to improve financial systems, including scheduling system upgrades and replacements.
- Manage staff, including conducting PDRs, 1:1s, and staff development, ensuring adequate resource cover.
- Manage activities undertaken by Finance Technicians, Trainee Finance Officer, and Finance Apprentice on allocated tasks.
- Support the production of performance indicators for the Service Area.
- Undertake any other duties as required and directed.
