COMMERICAL MANAGER – SOCIAL HOUSING

We are recruiting a Commercial Manager for one of the biggest housing associations in the UK.  The successful candidate will be responsible for Commercial Operations in the M&E Capital Programme or Planned Works programme across multiple systems, analysing monthly expenditure, negotiating contract rates, closing out end-of-contract final accounts, and extending supply chain contracts. This role requires close collaboration with the Compliance Director, Senior Head of Planned Works to improve value for money on expenditure incurred by the Property Directorate.

Day to Day of the role:

  • Lead the Quantity Surveying functions within the Property directorate.
  • Manage cost planning and value management throughout the lifecycle of asset management maintenance contracts.
  • Liaise directly with key stakeholders and contractors to ensure financial and performance targets are met.
  • Review budget requirements and provide support and advice to relevant budget holders.
  • Maintain a focus on commercial competitiveness, ensuring operational and financial targets are benchmarked against private sector competitors.
  • Handle full commercial management of projects, from tender analysis to final account agreement.
  • Provide strategic advice at all stages of the contract lifecycle.
  • Perform other commercial duties as required.

Required Skills & Qualifications:

  • Degree in Quantity Surveying with ideally 10 years post-qualification experience.
  • Experience in a Senior Quantity Surveying or Commercial Manager role within Social Housing or a commercial environment.
  • Clean UK Driving Licence
  • Previous experience of managing various forms of Contracts and Cost Models. i.e.: Responsive Repairs, Voids, Planned Capital Programmes, Open book, Target cost, PPP , PPV , AMP cost models.
  • Solid knowledge of Section 20 process
  • Proven track record in interpreting financial and systems data, preparation of budgets and analysing variances.
  • Excellent organisational, planning, and prioritisation skills.
  • Strong communication and client-facing skills, with proficiency in Excel and Word.
  • Excellent writing skills and demonstrable evidence of writing narratives and reports for formal disputes
  • Occasional travel across regions
