Our client is looking for a Managing Quantity Surveyor or Commercial Manager to join them as the Head of Commercial. The role will support the Commercial Director in the delivery of the development, strategic and operational commercial activity. Work with and influence Heads of Service to ensure desired commercial outcomes for the business are optimised including ensuring timely and effective delivery of commercial projects/programmes of works, cost planning, tenders/quotes, cost control, cost forecasting, cost value reconciliation, commercial / business opportunity reports, cash flow forecasting, contractual commercial controls and change control.

What you will be doing:
路Develop a聽deep understanding of the commercial operating plan and business strategies. 聽Understanding the cost/value drivers of the business, identifying profitable internal/third party workstreams and ensuring that effective commercial forecasting is embedded across all business work streams.
路Manage the Commercial & Estimating Team and ensure effective progression of commercial goals and objectives. 聽Work with the Business Development Team so that identified business streams/opportunities are subject to robust appraisal and meet criteria for business growth, profitability and opportunity/risk profile.
路Lead/contribute to commercial team initiatives, and聽development of new commercial processes and procedures as directed by the Commercial Director.
路Establish and maintain excellent working relationships with internal/external stakeholders and contractors. 聽Maintaining an awareness of both internal and external factors which impact the business.
路Work collaboratively and closely with the Finance and other Departments as required to optimise commercial outcomes for the business. 聽Lead on Monthly CVR, Governance and other Commercial Department Reports.
路Support all employees of the business to develop and maintain appropriate commercial skills, and聽knowledge and build experience. 聽Develop metrics (KPIs etc) aligned to proactively monitor commercial performance at the聽project team, Commercial Department, and for wider business comparison. 聽Also, develop metrics aligned to proactively monitoring contractual / Framework obligations. Coach and act as a mentor developing the聽commercial expertise of colleagues, assisting with achieving individual performance targets and developing future potential.
路Support all members of the Commercial Department in building understanding and adopting commercial / wider business policies and procedures and contractual obligations. 聽
路Support all members of the Commercial Department and allocate appropriate resources to ensure compliance with business procedures and contractual obligations in relation to identification and processing early warning notices, compensation events, notices and other changes/claims are progressed in accordance with contractual and other agreed timeframes / KPIs.

What you need to know:
路Degree in Commercial Management / Quantity Surveying or other relevant qualification combined with strong highways and or civil engineering experience.
路Experience and ability to work autonomously on creating and implementing new bespoke commercial systems and processes.
路Proven experience in managing and developing successful Commercial & Estimating teams. 聽Ensure good working relationships with other Departments that deliver business goals and commercial objectives. Strong communication skills, both written and verbal are required along with good analytical skills.
路Proven experience in the聽development and delivery of effective commercial and opportunity/risk strategies/plans, underpinned by robust governance arrangements.
路Proven track record of development and delivery of effective commercial target operating model linked to sustainable business profitability and growth in line with business forecast/targets.
路Strong knowledge of NEC contracts and common provisions of Framework Contracts. 聽Good knowledge of construction-related contract law and supporting the Supply Management Team in ensuring NEC Sub-Contract arrangements when required using the NEC suite of Contract Documents. 聽Proven ability to prepare cost plans (that provide robust value for money outcomes), review contracts (identify onerous/unusual terms, insurance and or obligations) and brief contract / commercial requirements to the Project Team.
路Strong commercial (including negotiation), management skills, knowledge and ability. 聽Adept in implementing Commercial Trackers tailored to business goals, commercial objectives, contractor engagement in conjunction with the聽Supply Chain Management Team (including ensuring timely receipt of documentation), continuous improvement initiatives, and聽Construction Act/contractual payment timeframes.
路Full Driving Licence.
