Waste & Street Care Operations Manager- £42,708 to £44,711 per annum- Daybrook, Nottingham

The Environmental Services team has this at the heart of its activities.As the Waste Operations Manager you will support the Assistant Director with delivery of the Depot Modernisation Programme, implementation/training of a new Waste Management System and in-cab technology.On a day-to-day basis you will be based at Jubilee Depot in Daybrook, and will be responsible for the effective operational provision of all waste and street cleansing operations, which will include assisting with departmental reports, budgets, expenditure, liaising with various stakeholders such as Councillors, residents, Council Officers, Public Protection, Neighbourhood Co-ordinators, businesses, Parish Clerks and other external partners.You will also lead and support your team of Waste and Street Care Supervisors and Operatives, co-ordinating the day to day operational delivery of the service, and proactively managing employee performance, recruitment, training, disciplinary and sickness absence.

Key Responsibilities:

  • Establish and maintain effective communication with and support to, waste and street care staff, other Council officers and staff, ward councillors, public protection, neighbourhood co-ordinators, businesses, parish clerks and other relevant internal and external partners.
  • Support the Assistant Director in the review and development of the waste and street care services including implementation of ICT systems to improve efficiency across the services.
  • Support the Assistant Director in the delivery of the Depot Modernisation Programme.
  • Deploy available resources in order that corporate and service plan objectives, tasks and targets set for waste and street care services are met.
  • Complete all insurance claims pertaining to Parks activities in accordance with the Authority’s procedures.
  • Provide an effective lead on all technical and operational professional matters relating to the function.
  • Manage the performance and continuous development of the function with a focus on improving customer satisfaction, value for money and safe operation and take action in the event of non-compliance against expected standards.
  • Manage all routine staffing issues including recruitment, training and development, effective communication, operational health and safety, conduct and performance.
  • Contribute to the development of service and financial plans and performance indicators; monitor and maintain performance against these.
  • Within the team promote a positive culture of empowerment, creativity and innovation that challenges existing ways of working, promotes change and recognises and rewards success.
  • Accountable for the operational planning and use of all resources, ensuring that effective financial controls are in place, opportunities are maximised to lever in additional income and the service continuously strives to reduce waste and inefficiency.
  • Effectively manage, empower, appraise and develop direct reports, and ensure that the same happens at all levels within the team.
  • Ensure the most efficient delivery of waste and street cleansing services from an operational perspective ensuring routes are optimised to maximise performance.

Personal Specification:

  • Successful track record of managing teams to develop services and improve value for money.
  • Experience of effectively managing the performance of individuals, teams and services through use of performance management systems.
  • Evidence of effective financial management and ability to be creative in the use of resources.
  • In depth and detailed knowledge of, and substantial and successful experience of working in Waste or Street Care services.
  • Experience of generating income or making material efficiency savings within a similar environment.
  • Experience of ensuring Health and Safety compliance and setting expectations of the team.
  • Experience of using service specific software e.g. in-cab technology, route optimisation.
  • Experience of preparing statutory Fly Capture and/or Waste Data Flow returns.
  • Evidence of a commitment to continuous personal development.
  • Relevant professional or management qualification (equivalent to NVQ level 4)
  • Strong ICT skills including Microsoft Word, Excel, Outlook etc.
  • Ability to demonstrate a practical and up to date understanding of equality issues.
