Job Purpose:Oldham Council is seeking a dedicated and experienced Residential Homes Manager to oversee the day-to-day management of our residential establishments. As the Registered Manager, you will ensure compliance with the Children’s Homes Regulations and Quality Standards 2015, providing a safe and nurturing environment for children and young people.

Key Responsibilities:

  • Manage the residential home(s) in accordance with local authority policies and legal frameworks.
  • Provide care, support, and nurture to maintain the emotional and physical well-being of children and young people.
  • Ensure the home meets or exceeds Quality Standards as per the Children’s Homes Regulations 2015.
  • Develop, implement, review, and record care plans in collaboration with Field Social Workers.
  • Contribute to the development of Child Care Services and professional standards.
  • Maintain and establish contacts with external agencies, including schools, health services, and family members.
  • Supervise and develop staff, ensuring departmental objectives and legal standards are met.
  • Write and monitor Team and Business Plans, and implement Action Plans from Ofsted Inspection Reports.
  • Manage budgets and ensure spending is within set limits.
  • Participate in an Out of Hours ‘On Call’ System, providing support and advice to all children’s homes.

Standard Duties:

  • Actively promote equalities and diversity in the workplace and service delivery.
  • Uphold and implement Council policies, including safeguarding and health & safety.
  • Engage with the Council’s values and behaviours to support the Co-operative Agenda.
  • Undertake continuous professional development and stay updated with relevant legislation and policies.

  • Other agencies: Voluntary organisations, Education Department personnel, Health Service personnel, Youth Offending Teams, Ofsted, Elected Members.

Person Specification:

Essential:

  • Level 5 Diploma in Leadership for Residential Childcare or equivalent (or willingness to complete within the regulatory timescale).
  • Experience in providing and leading in a residential social care setting.
  • Experience in supervising and recruiting staff in line with Council policies and Children’s Homes Regulations.
  • Experience as an NVQ Assessor or Internal Verifier.
  • Knowledge of safeguarding, child development, and childcare legislation.

Desirable:

  • Additional qualifications or experience relevant to the role.

Work Circumstances:

  • Ability to work outside office hours, including weekends and evenings.
  • Ability to travel independently across the Borough.
