Oldham Council are seeking a Head of HR to lead on the development and implementation of workforce-related policies, processes, and practices. This role is crucial for shaping best practices and informing workforce planning, retention, and management, ensuring a positive employment offer.
Day-to-day of the role:- Collaborate with the Assistant Director of HR&OD and the Head of OD to develop a Workforce Strategy and People plan aligned with the Corporate Plan and the Oldham Plan.
- Review the current capacity and alignment of HR&OD resources and priorities to ensure the service contributes effectively to the workforce change agenda.
- Lead the development of an HR Employment Contact Centre to ensure high performance and customer-focused processes for recruitment, on-boarding, payroll, pensions, and HR systems.
- Partner with the Head of OD to develop a new performance framework that supports a restorative approach to discipline, grievance, and performance management practices.
- Lead the development of people analytics and workforce metrics to support the organisation in its future planning and transformation plans.
- Proven experience in HR leadership, preferably within a public sector or council environment.
- Strong ability to develop and implement HR strategies and policies.
- Experience managing HR functions such as resourcing, payroll, pensions, HR systems, and workforce information.
- Excellent leadership skills with the ability to manage and direct a diverse HR team.
- Strong analytical skills with experience in people analytics and workforce metrics.
- Excellent communication and interpersonal skills, capable of working collaboratively with multiple stakeholders.
