Oldham are seeking an Assistant Procurement Manager to oversee corporate and environmental services. This role is crucial for managing category spend and ensuring strategic objectives such as value for money and optimal outcomes are met throughout the procurement and contract lifecycle.

Day-to-Day of the Role
  • Conduct procurement activities in a commercial manner, effectively managing commercial risk.
  • Develop sourcing plans aligned with category strategies, managing spend activity prioritisation within the category, and identifying cost-saving areas.
  • Take ownership of delivering benefits through the implementation of sourcing strategies for agreed categories of spend within the directorate.
  • Ensure savings targets and KPIs with suppliers are achieved by developing and managing contracts.
  • Update strategic analysis of markets and supplier trends to ensure procurement is intelligence based.
  • Develop and maintain contract monitoring arrangements appropriate to each contract and undertake contract enforcement actions.
  • Manage tender processes and produce regular contract performance reports for key stakeholders.
Required Skills & Qualifications
  • Comprehensive understanding of procurement methodology, ideally specific to the Public Sector
  • Ability to develop sourcing plans and manage commercial risks effectively.
  • Strong analytical skills to perform strategic analysis of markets and supplier trends.
  • Proficiency in using e-procurement and financial management systems to implement performance analysis and reporting.
