JOB DESCRIPTION

JOB TITLE:                     

Chief Executive Officer

RESPONSIBLE TO:          The Board of Directors

JOB PURPOSE:               

The overall purpose of the Chief Executive is to provide leadership for the efficient and effective operational and strategic management of the YMCA Cornwall’s activities, in particular, with regard to operations relating to its main activity, housing of young people.  Through the leadership and management of the senior management team, the Chief Executive will ensure that YMCA Cornwall achieves the highest standards of conduct, performance and accountability. The Chief Executive will work in close conjunction with the Board, especially the Chair, assisting members through the effective translation of the Board’s strategies, Business Plan and policy decisions into operational results.

4.      MAIN RESPONSIBILITIES:

The key responsibilities of the Chief Executive are to:

  • Assist and advise the Board in determining YMCA Cornwall’s strategies, policies, values and business planning in relation to all its activities and particularly housing;
  • Manage the affairs of YMCA Cornwall in line with the vision, values and objectives of YMCA Cornwall;
  • Ensure that YMCA Cornwall has an ongoing focus on development and sustainability;
  • Ensure that proper financial, risk and compliance systems are in place and regularly monitored;
  • Assist the Board in attracting, recruiting, and retaining Board members to meet the need for renewal and maintain a balance of skills, experience and diversity;
  • Ensure that relationships between the senior management team and the Board are positive and focus on the business of YMCA Cornwall;
  • Lead and manage the staff of YMCA Cornwall and ensure that their performance is supervised and evaluated;
  • Represent YMCA Cornwall as appropriate.                         

5.      OTHER RESPONSIBILITIES

Leadership

  • Lead, empower and develop the senior management team to ensure that corporate objectives are achieved;
  • Be responsible for the development, implementation, monitoring and review of policies and procedures relating to YMCA Cornwall’s services;
  • Provide clear, progressive and innovative leadership in times of change.

Governance

  • Assist the Chair in ensuring that the business of the Board is properly conducted and in the preparation of documents for consideration by the Board.

Housing

  • Be responsible for the strategic leadership of YMCA Cornwall's Supported Housing, ensuring the delivery of a compliant and high standard service;
  • Be the line manager for the Housing Manager and support them in the operational planning and development of the team;
  • Develop and sustain effective working relationships locally, regionally nationally;
  • Promote the organisation and seek opportunities for its development growth;
  • Support the Housing Manager in developing relationships and inter-agency partnerships, working with other public, private, voluntary sector bodies on the delivery of housing development projects of mutual interest and benefit.

Finance

  • Ensure the continued financial stability and viability of YMCA Cornwall;
  • Ensure that all financial covenants are fully met;
  • Ensure that the Board is given the information and advice necessary to perform its duties, particularly on matters of compliance, the law and the need to remain solvent;
  • Ensure that YMCA Cornwall maximises the value for money of its activities;
  • Lead in the formulation, implementation and monitoring of the business plan and budget for the YMCA Cornwall, working closely with the Finance and Auditors and the senior management team.

Human Resources

  • Ensure that YMCA Cornwall is staffed by personnel with the abilities and standards necessary to deliver a quality customer service;
  • Promote and act in accordance with all of YMCA Cornwall’s human resources policies ensuring that training, induction and staff development are maintained;
  • Ensure that YMCA Cornwall’s statutory responsibilities with regard to health and safety (including fire regulations) are adhered to strictly.

Service delivery

  • Set and monitor standards of service provision, ensuring that appropriate action is taken where service quality falls below YMCA Cornwall’s high standards;
  • Review the provision of services to ensure that they reflect the needs of residents, developing plans to achieve change where necessary;
  • Ensure that all services are customer-focused;
  • Be responsible for all aspects of health and safety, fire precautions and security, ensuring that appropriate policies and procedures are in place and reviewed regularly;
  • Promote and act in accordance with all of YMCA Cornwall’s policies and procedures.

Safeguarding

You will have primary responsibility for embedding a safeguarding culture throughout YMCA Cornwall using your influence to create safe and positive environments for the young people in our accommodation.

This role profile is not intended to be an exhaustive list; its aim is to give a broad representation of what will be expected of the post-holder.  Other duties, tasks and responsibilities may be required of the post-holder from time to time; these will be reasonable and broadly consistent with the responsibilities described above and/or intended to assist YMCA Cornwall in meeting its stated objectives.

Base of work will be Penzance however travel throughout Cornwall and beyond will be required.

The duties of the post may require some evening and/or weekend working.

The post – holder is required to ensure the rules, regulations and discipline of the YMCA are maintained for the benefit of users, members, residents, clients and staff.
