We are pleased to be recruiting for an Road Safety Operations Manager to join Devon & Cornwall Police Force based in plymouth.

This is a part time position working 24 hours per week Monday to Friday 9am Hybrid working. This is a temporary assignment initially for 12 months .

Principal Responsibility

The principal responsibility of the Road Safety Operations Manager is to ensure the maintenance and operational effectiveness of Devon & Cornwall Police static speed enforcement assets, oversee the procurement, design and implementation of new static speed enforcement schemes and direct an effective mobile speed enforcement strategy with Devon & Cornwall Police Speed Detection Officers.

The post is responsible for negotiating the terms, secure the agreement and to maintain a 5-year TTAS framework service and maintenance contracts for all external commercial partners held within Devon & Cornwall police static speed enforcement camera portfolio.

In particular to:

  • Represent the Force to implement new static road speed enforcement schemes.
  • Maintenance of static enforcement camera systems and mobile camera technology.
  • Act as the force Community Speedwatch Lead (CSW)
  • Management of team performance and welfare
  • Manage departmental police complaints in line with policy and procedure.
  • Responsible to provide a response to all Freedom of Information (FOI) requests for the Camera Safety Team.
  • Consider requests for road speed enforcement activity and ensure the Force enforcement posture and response is equitable and objectively considered against threat, risk and harm.
  • Be an advanced level practitioner lead in road speed enforcement.
  • Designated by the Chief Constable under Section 38 Police Reform Act 2002 to have the power and duty of a constable for speed enforcement activity including using type approved (HOTA - Home Office Type Approved) laser/radar devices to detect excess speed and complete prosecution casefiles to bring offenders to justice.

This list of duties is not restrictive or exhaustive and the post-holder may be required to carry out duties from time to time that are either commensurate with/or lower than the grade of the post. In some posts this might include the ad-hoc provision of guidance and informal training of new colleagues.

Essential experience and specialist skills and knowledge

  • Level 3 Qualification or evidenced experience of working at that level
  • Proficient in the use of different systems, databases and IT applications including Microsoft 365
  • Knowledge of partner agencies priorities for Road Safety and Casualty Reduction.
  • Knowledge and experience in Court procedures and giving evidence.
  • Knowledge and experience in statement writing.
  • Data interrogation and analytical skills
  • Report writing and data presentation skills.
  • Ability to work independently and remotely.
  • High level customer service skills
  • Effective administrative and records management skills
