Pre-Construction Planner (Civils)



The Role

We have an exciting opportunity for an experienced Pre-Construction Planner (Civils) to join our established team based in Preston. You will lead the development and execution of tender planning and programming activities within the pre-construction team to enhance our ability to secure projects. This role ensures that tender-stage project delivery programmes are fully developed, contractually compliant, and optimised for resources, risks, and opportunities.

You will collaborate closely with Preconstruction and Project Teams, with occasional engagement with clients and supply chain partners. Our project pipeline includes road schemes, bridge works, public realm developments, reservoirs, and general civil engineering projects across the North West, ranging in value from 1m to 30m. Reporting to the Pre-Construction Director, you will be an integral part of the preconstruction team.



Key Responsibilities

  • Lead the development of planning and programming activities within the pre-construction team to enhance project acquisition and establish project controls.

  • Ensure project delivery programmes are fully developed and contractually compliant.

  • Produce 4-6 NEC4-compliant, resourced tender-stage programmes per month and support tender submission outputs.



What You'll Be Doing

  • Develop tender-stage programmes alongside estimators to submit competitive proposals.

  • Create, manage, update, and maintain internal reports detailing progress on live projects against the baseline, reporting to the Senior Management Team.

  • Liaise with Project Teams to update programmes, mitigate delays, and notify clients where necessary.

  • Ensure project programmes are contractually compliant and updated in line with contract requirements.

  • Maintain master copies of project programmes where necessary.

  • Support Project Teams and Commercial departments in demonstrating entitlement for Compensation Events and Variations.

  • Provide programme extracts for delivery and reporting, including look-ahead schedules, phased/sectional views, design and subcontractor-specific extracts, procurement timelines, and third-party interfaces.

  • Contribute to discussions on phasing, approach, and methodology of on-site work.

  • Review post-contract project performance with the Project Team.



About You

You will be a proactive and detail-oriented professional who is passionate about civil engineering. Your excellent communication, organisation, and leadership skills will contribute to the success of the team.



Ideally, You'll Have:

  • An appropriate industry qualification (e.g., Degree or HND).

  • Over 5 years of experience as a planner in a civil engineering environment, with demonstrable preconstruction/tendering experience.

  • Knowledge of highway, structure, and public realm projects (experience in industrial, energy, clean/waste water, and waste projects is advantageous).

  • Proficiency in relevant IT software, including ASTA Powerproject (mandatory), Primavera P6, and Microsoft Project (preferred).

  • Understanding of NEC3/4 contract requirements and the importance of programme management.

  • Strong knowledge of civil engineering and construction methods, with the ability to assess alternative approaches.

  • Awareness of design processes, procurement routes, and project workflows.

  • Excellent verbal and written communication skills, with strong information management abilities.

  • Ability to analyse and interpret project data quickly.

  • Strong influencing and motivational skills.

  • Effective time management and the ability to work to deadlines.
