I am recruiting for a Procurement Business Partner to support my public sector procurement function based in Hutton, Lancashire.

Key Responsibilities (not exhaustive):

  • Lead tendering projects in line with Public Contract Regulations 2015 and Procurement Act 2023
  • Manage stakeholder engagement with regards to own area of responsibility at all levels, both internally and externally and provide support to Senior Business Leads for delivery of the Strategic Procurement Pipeline
  • Design and deliver presentations and briefings to senior stakeholders in relation to procurement regulations and legislation.
  • Lead, negotiate, construct and manage diverse and complex procurement contracts of significant value (£10K to £10M) in line with customer requirements and prescribed timescales.
  • Proactively manage contracts on an on-going basis to identify savings and efficiencies and achieve value for money.
  • Effectively contribute in procurement meetings and governance boards at local, regional and national levels and lead on projects as appropriate
  • Advise and implement projects with budget holders and senior business leads within the Constabulary of tendering procedures, incorporating standing orders, financial regulations and Procurement law to ensure compliance.
  • To be responsible for and complete statutory returns, reporting to a national level such as Bluelight Commercial and Home Office

Skills and Experience:

  • Fully qualified to Level 6 Member of Chartered Institute of Procurement and Supply (or equivalent) or part qualified Level 5 working toward MCISP.
  • Knowledge and experience of interpreting and applying specific relevant legislation e.g. Procurement Directives and Public Contracts Regulations 2015, Procurement Act 2023.
  • Knowledge and understanding of the National Procurement Policy Statement
  • Knowledge and experience of public sector procurement processes
  • Experience of leading high level spend/complex projects
  • Experience in the production and analysis of management information in order to support procurement recommendations
  • Experience of the preparation of reports and delivery of presentations to Heads of Service in order to influence buying decisions

This is a temporary role, working on a full-time basis for 3 – 6 months with potential to extended; the role pays between £16.122 - £18.41 per hour PAYE Level 5  or £18.41 - £20.63 per hour PAYE Level 6 (MCIPS) . An Umbrella equivalent is also available.
