Parking and Highways Service Manager

Salary: 50,000 - 55,000 per annum

On behalf of West Sussex Council, we're recruiting a Parking and Highways Service Manager to oversee the management and development of the Parking and Highway Service. This exciting leadership role offers the chance to shape policy, manage operations, and drive innovation in a critical service area.
Key Responsibilities:
- Leading and developing the Parking and Highway Service in line with council strategies.
- Managing parking enforcement, car park maintenance, street lighting, and public Rights of Way.
- Overseeing on-street parking operations, including Resident Permit Areas and Civil Parking Enforcement.
- Supervising the management of Traffic Regulation Orders (TROs) and delegated highway responsibilities.
- Developing car parking infrastructure and introducing modern payment systems.
- Collaborating with key partners, including Suffolk County Council, to deliver service improvements.
- Managing a 6 million budget, external contracts, and associated service targets.
- Producing reports, business cases, and presentations for council committees and stakeholders.
- Leading and motivating a diverse workforce, ensuring high performance and compliance with statutory requirements.
About You
We're looking for a proactive and experienced leader with the following:
- A degree or equivalent qualification.
- Demonstrable experience in managing parking services, including Civil Parking Enforcement.
- Strong knowledge of parking legislation (e.g., TMA 2004) and local government procedures.
- Proven ability to manage budgets of ~6 million and deliver value for money.
- Excellent leadership and people management skills, including handling HR processes.
- A forward-thinking approach to adopting new technologies and improving service delivery.
- Strong communication skills, with the ability to manage media relations and stakeholder engagement.
- Experience in contract management, policy development, and project delivery.
