Job Description

Service Care Solutions is recruiting on behalf of a Local Authority in West Berkshire for a Capital Accountant The main goal is to lead and manage a financial support service, focusing on developing and implementing capital accounting practices. This exciting opportunity involves monitoring capital projects, preparing detailed financial reports, and ensuring compliance with CIPFA and IFRS16 standards. With a focus on strategic planning, including the development of a 10-year Capital Programme, you will use your expertise to provide high-level financial advice and lead on year-end accounts preparation. Main responsibilities

  • Monitor capital projects, investigate variances, and collaborate with Service Managers to prepare quarterly capital monitoring and outturn reports. Ensure compliance with the CIPFA Code of Practice and funding requirements.
  • Support the monitoring of financial positions for service areas and the approved Capital Programme, providing appropriate solutions to identified issues.
  • Assist in the preparation of the annual and 10-year Capital Programme, including reviewing business cases and supporting budget-setting processes.
  • Contribute to the preparation of year-end capital accounts, including the closure of capital cost centres, updates to the Fixed Asset Register, and production of Capital working papers.
  • Implement and maintain a system to monitor leases, ensuring compliance with IFRS16 standards.

Candidate Requirements

  • Fully qualified accountant and a member of a professional accounting body, with a commitment to continuing professional development.
  • Extensive experience within Capital Finance/Projects working for a Local Authority.
  • Extensive experience in local government finance, including producing CIPFA code-compliant financial statements.
  • Proven ability to review and analyse financial performance and provide high-level financial advice to senior officers.
  • Strong experience in preparing and presenting clear financial reports to senior management and handling external audit queries.
  • Demonstrated expertise in leading, managing, and motivating a finance team, with a track record of working effectively at a senior level.
