Development and Disposals Valuer

Reed is excited to partner with the Council to recruit a Development and Disposals Valuer for their Property & Asset Management team within the Environment and Neighbourhood Directorate. This pivotal role involves monitoring, reviewing, and delivering actions identified in the Strategic Assets Management Plan and Policy. The successful candidate will play a key role in liaising across various departments to ensure effective management and enhancement of the Council's property portfolio, aligning with community values and strategic objectives.
Day-to-Day of the Role:
- Manage and deliver all aspects of the Strategic Asset Management Plan (SAMP) and Action Plan, supporting Service Area Managers in obtaining fit-for-purpose asset portfolios.
- Conduct or commission property valuations and development viability appraisals to efficiently deliver objectives directly flowing from the SAMP/Action Plan.
- Develop and support the Corporate Landlord Model and ensure maximisation of asset use, co-locations, and partnership working, focusing on the Council's Carbon Neutral – Net Zero carbon emissions goals.
- Proactively develop service arrangements to reflect changes in legislation and other relevant factors associated with the use of land and property.
- Manage the due diligence processes and collaborate with colleagues across the Council including Finance and Legal to prepare reports for senior management.
- Prepare and present reports, committee papers, presentations, and briefing notes to Boards, Committees, and Elected Members regularly.
Required Skills & Qualifications:
- A degree or equivalent qualification in a relevant discipline.
- Chartered Surveyor MRICS or FRICS.
- Significant experience at a senior surveyor level in assets and regeneration, preferably within a local or central government setting.
- Proven track record of successful delivery of major land and property regeneration and development capital projects.
- Strong leadership skills with the ability to motivate staff and teams to deliver improvement and achieve desired outcomes.
- Excellent communication, negotiation, and analytical skills, with the ability to manage conflicting demands to tight timescales.
