Role: HR Change Manager (TUPE)
Type: 9-months contract
Salary: £450-£500 per day Inside IR35
On-site working: 1-2 days per week on-site
Location: Berkshire
Sellick Partnership are currently recruiting for a HR Change Manager for our Public Sector client based in Reading.
Key responsibilities for the HR Change Manager are;
- Manage TUPE transfers in a local government setting, ensuring compliance with UK employment legislation and policies
- Coordinate with legal teams, trade unions, senior leaders, and external providers to oversee the entire transfer process
- Conduct due diligence, including the review of employee terms and conditions, pay structures, and pension rights (including Local Government Pension Scheme - LGPS)
- Provide expert advise on legal risks, redundancies, and workforce structure implications
- Manage formal consultations and ensure compliance with law requirements
- Work with trade unions and employee representatives to address problems
- Create a structured communication plan to keep staff informed during the changeover
- Implement change management practices to guarantee a smooth transition for affected personnel
- Promote policy, procedural, and cultural alignment after transfer
- Provide HR advice help for workforce planning, restructuring, and post-transfer adjustments
- Provide expert advice to council leaders, department heads, and operational managers on TUPE-related issues
- Ensure the HR team is completely prepared to facilitate the shift
- Prepare reports and briefings for senior management, clearly communicating significant risks and progress updates.
The Ideal candidate for the HR Change Manager will have;
- A CIPD L7 qualification or equivalent HR experience
- Proven expertise managing TUPE transfers in local government or public sector settings.
- Extensive knowledge of UK employment law, including TUPE rules, LGPS, and public sector employment conditions
- Experience with trade unions, collective bargaining agreements, and employee consultation processes
- Proven experience managing change projects, personnel changes, and service transfers.
- Effective stakeholder management and negotiation abilities.
