Senior Legal Counsel - Public Procurement & Commercial

Location: Berkshire, with hybrid/flexible working policies

Are you an experienced Senior Legal Counsel looking for an exciting opportunity to lead the procurement and commercial side of a legal function? LHH have partnered with a large civil service organisation seeking a motivated individual to provide strategic, leadership, and business-oriented legal advice to facilitate their goals.

In this role, you will be responsible for setting legal procurement and commercial strategy, policy, and processes. You will advise our client on the legal effects of their relationships with others and identify the most effective legal structures and contracts to achieve their aims. Representing our client in commercial discussions and disputes management will also be part of your responsibilities.

Key Responsibilities:

  • Lead the development of the legal strategy in relation to commercial and procurement matters.
  • Manage and provide technical commercial and procurement legal advice to colleagues in the wider organisation.
  • Oversee the drafting and negotiation of standard and bespoke contract documents, as well as contract management.
  • Facilitate the implementation of the Procurement Act 2023 and promote best practises in our client's commercial and procurement function.
  • Contribute as a legal advisor to submissions to oversight & regulatory bodies.
  • Resolve disputes and prepare reports for oversight organisations.
  • Advise on risk associated with procurement and commercial practise in support of managing the supply chain for a large public sector organisation.
  • Stay up-to-date with specialist Procurement legislation and regulations and analyse legislative and case law developments.
  • Identify and implement improvements in legal and compliance processes.
  • Manage the provision of external legal advice.
  • Assist with training colleagues on legal matters.
  • Support resource planning in the Commercial section of our client's Legal team.

Qualifications and Experience:

  • Currently admitted as a solicitor or barrister to practise in at least one jurisdiction of the United Kingdom.
  • Wide knowledge of English law, especially in relation to contract law.
  • Proven experience managing staff in the provision of legal advice.
  • Ability to apply legal oversight to complex situations.
  • Strong relationship-building skills and ability to influence at a senior level.
  • Experience advising on construction, government contracting law is desirable.
