Reed is delighted to partner with the Council to recruit a Valuation Surveyor who will play a pivotal role in managing both commercial and residential property valuations and other corporate property management functions. This position is integral to efficiently managing the Council's property portfolio and contributing to the Council's strategic objectives.

Job Purpose:

  • Undertake a range of property valuations and estate management duties, ensuring optimal utilization of the Council's property and land portfolio to maximize rental income and align with Council policies.
  • Ensure compliance with lease obligations and focus on the operational management of the Council's property portfolio while supporting strategic projects.

Main Duties and Responsibilities:

  • Conduct valuations for various purposes including asset valuations, insurance, and planning viability appraisals.
  • Manage negotiations and oversee all stages of disposal and acquisition of land/buildings for financial or regeneration purposes.
  • Undertake a wide range of Landlord & Tenant work including lettings, reviews, renewals, and dilapidations/repairs.
  • Assist in maintaining the asset register and identifying disposal/collation opportunities.
  • Provide development advice, submit planning applications, and manage day-to-day aspects of the corporate estate.

Person Specification:

  • Chartered Surveyor or equivalent, and a Registered Valuer.
  • Member of the Royal Institution of Chartered Surveyors (RICS).
  • Extensive experience in handling a variety of property types including commercial, residential, and rural properties.
  • Strong understanding of Valuation and Estates issues and current best practices.
  • Proven ability to analyze complex information and make professional recommendations.
  • Experience in high-level negotiations and preparing high-quality reports and data presentations.

Skills, Abilities & Competencies:

  • Excellent knowledge of relevant laws and legislation.
  • Strong corporate collaboration skills, able to work effectively across the council and with external partners.
  • Resilient and tenacious with excellent judgment and analytical skills.
  • Commitment to equality in service delivery and employment.

Working Requirements:

  • Compliance with all relevant Council and Departmental policies and procedures.
  • Flexibility in duties and the ability to manage conflicting demands within tight deadlines.
