Reporting to the Costs & Contracts Manager

Based in: Wilton International, Teesside

Position overview:

Working as part of the Asset Management Team, and reporting to the Contracts & Cost Manager, the Quantity Surveyor shall assist in the commercial management of key term contract partners across Sembcorp UK and in the control of the asset management costs. Working closely with contractor’s representatives, engineers, budget owners & procurement to drive cost effectiveness and ensure contractors meet their commercial obligations. Driving and measuring efficiencies to ensure and demonstrate cost effectiveness from the contractors.

Key responsibilities:

  • Assisting in the development and implementation of new contracts and their reporting and monitoring mechanisms.
  • Contract and cost management of multiple contractor’s accounts.
  • Act as an interface between the contract partners and the business, ensuring best value for money is achieved as the contracts are developed.
  • Responsible for valuation processes including reviewing, challenging where necessary and agreeing contractor applications for payment and raising payment certificates.
  • Calculation and monitoring of key performance indicators to drive efficiencies and to satisfy contractual mechanisms.
  • Proactive continuous improvement in the development of contractor relationships and contract arrangements to optimise delivery and cost management in 3rd party supply for the business.
  • Cost and Value Reporting of maintenance projects including providing accurate forecasts of costs to completion
  • Monitoring labour requirements and levels in line with the plans and business requirements.
  • Provision of cost to date and cost forecast data including interrogation of the data to explain expenditure.
  • Management of the change process, ensuring it is conducted as stated in the contract and timelines are adhered too.
  • Preparation and submission of accrual data
  • Labour allocation reviews and verification
  • Assisting the Contracts & Cost Manager in the production of business information
  • Conduct regular site measurement checks and remeasurement to verify contractors estimates and claims.
  • Reviewing and where appropriate challenging estimates to ensure cost certainty
  • Management of rate escalations in line with the mechanisms set out within the respective contracts.
  • Planning and leading contractor commercial meetings, recording and issuing any action logs / minutes.
  • Preparing and conducting commercial audits including close out reports, noting non-conformances and recommendations for improvements.

Requirements:

  • HNC or equivalent

Essential:

  • 5 Years+ contract and cost management experience
  • Strong negotiation skills
  • DACE method of measurement experience
