Main Duties and Responsibilities for the Quantity Surveyor:
- Demonstrate best value to your commercial manager by obtaining multiple quotations from the market for all domestic work packages
- Ensure enquiry documentation is comprehensive with regards to details of the project, scope of works and contractual information with sufficient information being provided to enable accurate pricing by the supply chain
- Assess supply chain quotations fully in association with the site team to ensure that all works have been fully priced in accordance with enquiry documentation and that exclusions, clarifications and assumptions do not expose TSL to any unnecessary financial or construction risk
- Ensure contract documentation is properly checked by senior commercial staff and that it complies with company policy with respect to insurance, bond and warranty requirements. Endeavour to have a properly executed contract in place prior to the commencement of works
- Liaise with senior commercial staff to minimise commercial risk by ensuring the requirements of the main contract are stepped down to the supply chain and that warranties and sub contracts are in place for all required works packages prior to commencement on site
- Commit orders in line with pre agreed order commitment levels and seek authority from your line manager for order values above purchasing limits.
- Compile interim valuations to the client in a timely manner in line with pre-agreed valuation schedules
- Ensure variations are compiled in line with contractual requirements and that they provide sufficient detail so as to be properly assessed by the clients representative
- Scrutinise sub contractor applications ensuring that only completed works are certified for payment and payments are certified in line with agreed valuation schedules
- Promptly approve invoices and update comments on held invoice trackers on weekly to ensure that creditor’s invoices are approved for payment so that contractual payment terms are not exceeded
- Liaise with the supply chain and TSL accounts department with regards to all creditor payment issues to ensure that supply chain payments and queries are processed efficiently
- Monitor outstanding sales invoices on your projects and work with TSL accounts department and your clients representative to ensure debt is settled in a timely manner;
- Participate and conclude final account negotiations.
- Comply with monthly cost report procedures as per the commercial report timetable issued by the Commercial Director, ensuring that all cost data is accurate.
- Ensure that completed orders are forced complete to remove further liabilities being included on cost reports
- Seek to ensure that projects remains in a balanced cash flow position throughout their duration
- Submit final accounts in a timely manner and ensure that sufficient information is provided in an acceptable format to allow their prompt agreement
- Ensure that outstanding retention values are applied for in a timely manner to reduce the value of outstanding due debt
- Work with the estimating department as reasonably required to provide historical cost data for the preparation of tenders
- Provide senior managers, team leaders and directors with any financial information to assist in the preparation of pre-qualification submissions, management accounts and business plan reviews
- Ensure that the site team have access to sufficient commercial information to enable them to undertake their duties to the best of their ability
- Seek advice and guidance from senior staff and ensure that your commercial manager and the Commercial Directors are aware of any potential commercial, financial or contractual matter to enable appropriate action to be implemented to mitigate the effect of any issues
- Read, understand and implement the Company Safety, Health and Environmental Policies at all times
Skills and Experience Required for the Quantity Surveyor:
- Have a degree in Quantity Surveying, working towards or equivalent experience
- Have experience managing multiple projects.
- Experience of working on commercial projects of £10m and above
- Excellent communication and negotiation skills
- A good understanding of construction methodologies
- Computer literate with good working knowledge of Microsoft Packages, including Microsoft Excel.
- Experience with COINS Commercial Software or similar would be an advantage.
