Job Title: Town Planner

Location: Rugby

Penguin recruitment is delighted to be supporting a multi-disciplinary developer who are looking for a Town Planner to join a well-established team involved in managing Strategic Land development opportunities and planning activities. Purpose of the Role:

The Town Planner will play a key role in promoting land through the planning process, securing land allocations for both housing and commercial development, and supporting the management of planning applications and strategic land projects.

Key Responsibilities:

  • Land Promotion: Lead the promotion of land through the planning process to secure allocations for housing and commercial use.
  • Planning Applications: Assist in the preparation and submission of planning applications and manage the appeals process where necessary.
  • Site Layout Review: Collaborate with the Land team to review site layouts and constraints, ensuring that planning assumptions are feasible.
  • Reserved Matters & Conditions: Oversee the management of Reserved Matters planning applications and the discharge of planning conditions.
  • Project Management: Track the discharge of conditions, manage S106 payments, and provide project oversight from start to completion.
  • Consultant Management: Appoint and manage external consultants, ensuring timely delivery within budget.
  • Local Plan Monitoring: Stay up to date with Local Plan documents, monitor housing land supply, and assess competitor activity.
  • Community Engagement: Engage with local communities and stakeholders on planning applications and site promotions.
  • Strategic Planning: Assist in the development of planning strategies for individual projects and evaluate various development options.
  • Reporting: Produce monthly progress reports and assist in managing project budgets and professional fees.

Internal:

  • Strategic Land team, Technical, Land and Commercial divisions, Management team.

External:

  • Landowners, Land agents, Local Planning Authorities, consultants, town councils, councillors, and other public bodies.

Key Competencies:

  • Commercial Awareness: Ensure all contractual obligations are met before committing to project expenditure.
  • Cost Management: Secure the best value when appointing consultants and accurately forecast fee spend.
  • Innovation: Embrace innovative planning solutions and adapt to changing project needs.
  • Planning Policy Expertise: Develop a strong understanding of government planning policy, Local Plan processes, and housing land supply.

Experience & Qualifications:

  • Relevant experience in planning (within a Local Authority, housebuilder, or consultancy).
  • Candidates with a degree in a relevant field will be supported in working towards professional accreditation (RTPI/RICS).
  • A full driving license is required.
