Job Overview:
We are seeking a dynamic and experienced HR Manager to lead a Local Authority HR Operations Team in Cheshire. This role is crucial in ensuring that the Council and Schools are equipped with the right talent, capabilities, and skills to meet strategic objectives. As a key member of the HR Management Team, you will lead and manage a team of four Business Partners, focusing on the successful delivery of the Workforce Strategy.

Key Responsibilities:
  • Team Leadership: Manage and lead the HR Operations Team, ensuring effective delivery of services in line with the Workforce Strategy.
  • Strategic Workforce Planning: Develop and implement service workforce plans and operational action plans to address performance and capacity gaps.
  • Organisational Change: Provide expert guidance and support on organisational change initiatives, including service re-design, restructuring, and senior recruitment.
  • Collaboration & Partnership: Work closely with Directors, Senior Staff, Members, and external agencies to ensure alignment with strategic HR objectives.
  • Employee Relations & Policy Management: Oversee complex employee relations issues, ensuring compliance with HR policies, trade union relations, and employment law.
Requirements:
  • Qualifications: Chartered Member of the Chartered Institute of Personnel and Development (MCIPD).
  • Experience: Significant post-qualification experience in HR, with in-depth knowledge of HR policies, trade union relations, and employment law.
  • Leadership: Proven experience as a senior HR professional, with a track record of working strategically and corporately with Directors and Senior Staff.
  • Skills: Extensive experience in business partnering, managing complex employee relations issues, and overseeing contracts, tenders, financial regulations, and budget management.
