Your new companyHays Procurement are excited to be partnering in the recruitment of a Procurement Business Partner for a Public Sector organisation within Sheffield. The role would be working part-time over 2 days. This would be a permanent position with hybrid and flexible working.Your new roleI am seeking a dedicated and experienced Procurement Business Partner to manage day-to-day procurement activities and tendering processes. This role involves providing an efficient and effective procurement service, ensuring compliance with Public Contract Regulations, Contract Standing Orders, and Financial Procedures. The successful candidate will support and cover for the Assistant Business Partner during periods of absence or high workload to maintain excellent customer service and respond to general queries.Main Responsibilities:

  • Utilise clear, effective communication methods with suppliers and customers.
  • Ensure compliance with corporate governance principles and procurement regulations.
  • Apply Procurement Management tools and techniques to ensure value for money and best practices.
  • Research, assess, and prioritise stakeholder requirements to achieve value for money and risk-assured solutions.
  • Develop and implement documented procurement policies and procedures.
  • Collaborate with stakeholders to develop sourcing strategies and procurement projects.
  • Advise on applicable legislation, standards, and corporate responsibilities in procurement projects.
  • Evaluate historical data to formulate recommendations for savings and efficiencies.
  • Support customers in producing specifications, preparing tender documentation, and managing the procurement process.
  • Advise on contract forms, liaise with Legal Services, and manage contract awards and mobilisations.
  • Engage in regional collaborative procurement exercises to ensure organisational interests are met.
  • Maintain data in the Contracts Register and Procurement Plan.
  • Monitor and report supplier performance.
  • Ensure compliance with ethical practices and standards in sourcing.
  • Foster positive relationships with team members and stakeholders.
  • Contribute to team activities and ensure prompt, accurate communication.
  • Deputise for the Procurement Manager when required.
  • Lead collaborative procurement strategies with other regional authorities.
  • Line manage and support the Assistant Procurement Business Partner and Stores Team Leader.
  • Conduct regular performance and staff development reviews.

What you'll need to succeed

  • Experience in Public Sector Procurement is essential.
  • CIPS or MCIPS qualified would be essential.
  • Strong communication and interpersonal skills.
  • In-depth knowledge of procurement regulations and best practices.
  • Experience of managing procurement processes and projects.
  • Ability to develop and implement procurement strategies.
  • Strong analytical and problem-solving skills.
  • Proficiency in using e-procurement systems and tools.
  • Leadership and team management experience.
