Highways Manager

6 Month Initial Contract

Hybrid working but mainly from home

The Company

Our clients local council is undergoing a large- scale transformation programme aimed at 'Creating a better future', which puts improving the quality of life of all local people at the heart of everything we do.

The Role

  • Manage day-to-day operations within the organization
  • Oversee employee work on a daily basis to ensure adherence to organizational standards and guidelines
  • Meet regularly with managed employees to provide critical feedback and encouragement
  • Manage employee schedules, to include setting hours and timesheets
  • Track employee activity, to include successful completion of designated tasks
  • Liaise with senior-level officers to coordinate and report on ongoing issues
  • Create and deliver reports to senior-level officers and maintain effective meeting notes
  • Identify organizational or employee-related issues and create effective solutions

You will also be leading large scale projects and developments from a highway perspective and ensure that the team as a whole are supporting and facilitating the council's economic growth strategy. The Developing Highways team commission many services and this post will be required to manage the commissioning contracts.

Responsibilities for the Role:

  • Support Highways and Transport service wide asset management strategy
  • Be lead officer in responding to MP's enquiries, complaints, Freedom of Information requests etc. on behalf of the authority in regards to work within HDC
  • Manage the HDC budgets including maximising opportunities for income generation i.e. S38 income offset of contractual costs
  • Act as service lead for CIL/S106 spend to ensure its use is appropriate and maximises value for money for the highway
  • Develop and maintain productive relationships with all stakeholders including
    management team colleagues and team members, other service areas, councillors,
    Town & Parish Councils and residents.
  • Forecast, control and approve spend against allocated budgets using both our
    dedicated contract management system and our internal finance system
  • Technical checks and inspections
  • Attend meetings with external organisations, meeting with local members, Parish and Town Councils and any other stakeholders.
