Spencer Clarke Group are seeking a Democratic Services Officer for a Local Authority Client based in Berkshire.

In this role, you will lead and manage the Democratic Services team, ensuring the effective delivery of governance, scrutiny, and decision-making processes while providing expert constitutional advice to elected members and senior officers.

Key Duties:

  • Oversee committee operations, member services, and scrutiny functions to ensure effective governance and decision-making.
  • Support Councillors, senior officers, and stakeholders in compliance with legislation and best practices.
  • Ensure robust challenge, transparency, and accountability in the Council's decision-making processes.
  • Enhance efficiency, manage budgets, and support the continuous development of staff and democratic processes.

Qualifications and Experience:

The successful candidate will have the following skills / experience:

  • Proven experience in senior democratic services or governance roles, managing teams, and driving service improvement.
  • Strong knowledge of local government legislation, decision-making processes, and scrutiny functions.
  • Experience working with elected members, senior officers, and external partners to support effective governance.
  • Skilled in budget management, delivering value for money, and leading organisational change initiatives.

What's on offer:

Salary: £250+per day

*may negotiate higher for exceptional candidates, based on experience*

Contract type: 3-6, months minimum, with a high likelihood of extension

Hours: Monday to Friday, 37 hours per week
