Utilities Contract ManagerSloughTemporary 6 Months+Full time - HybridAn exciting opportunity has arisen for an experienced Utilities Contract Manager to join a Local Authority in Slough, overseeing multi-million-pound energy contracts across a diverse property portfolio.THE ROLEYou will be responsible for managing the council's utilities contracts for electricity, gas, and water across over 6000 properties, streetlighting, and 135 general fund assets.
  • Oversee the expenditure of circa £3.5 million across utilities contracts, ensuring billing accuracy and value for money
  • Lead the procurement of a new Energy Broker by March 2026, including scope creation, framework identification, and full tender process
  • Collect, analyse, and benchmark energy data to support planning, forecasting, and KPI performance monitoring
  • Produce and present monthly spend updates and annual business cases for political approval
  • Develop and implement energy risk management and mitigation strategies
  • Work collaboratively with Housing, Property, and Sustainability teams to keep asset records accurate and ensure contract alignment
  • Develop a 5-year energy strategy for the authority
THE CANDIDATEThe ideal candidate will have a strong background in managing large and complex public sector energy projects and contracts.
  • Proven experience overseeing energy contracts across multiple assets and contract types
  • Demonstrable success in running public sector energy procurement exercises
  • Skilled in modelling energy usage and cost data for accuracy and forecasting
  • Strong analytical and reporting capabilities with political stakeholder engagement
  • Experience delivering value through contract performance management and energy strategy development
THE CONTRACT
  • 37 hours per week, Monday to Friday
  • Hybrid working, 3 days per week office based
  • Temporary – 6 months, likely for extension
  • The pay range for the role is £550.00 per hour LTD company rate. The PAYE equivalent is   £468.88 per hour, inclusive of holiday.
