Positive Employment is currently recruiting for a Programme Manager for our client a local government organisation in Southampton.
The successful candidate will be responsible and manage medium to large scale complex projects (both capital and revenue) and management teams, ensuring they are planned and executed effectively to achieve agreed budget, programme, and scope deliverables; keeping stakeholders appropriately informed and engaged throughout the project lifecycle.
Ensure that all work within the team is carried out in accordance with regulations (e.g. Building Regulations, CDM) and SCC Policy, Procedure, and Process and that SCC adheres to statutory requirements. Have an overview role of all projects managed by Project Leads who they line manage, supporting strategic direction and escalation as required.
This is initially a 3 - 6 month contract with the possibility to extend after that date. This role is hybrid working.
Duties and Responsibilities but not limited to:
- Ensuring team wide projects are managed in accordance with agreed Project Management and reporting principles.
- Work closely with the Service Manager - Construction Project Delivery and oversee Housing and General Fund programmes of work.
- Engage with senior stakeholders and ensure effective communication and involvement throughout all stages of project activity.
- Track all project activity on medium to large scale complex projects, closely monitoring progress, including budget, programme, and scope monitoring through the agreed method (currently Project Online) ensuring this is regularly updated (at least monthly), and project goals are achieved.
- Maintain a full suite of formal project documentation and controls including; highlight report, business case, directory, programme, budget tracker, risk, change control, assumptions, issues, and dependencies, ensuring these are visible, accessible, and continually updated on an agreed system.
- Deliver all team projects in accordance with agreed standards, ensuring that all work is carried out in accordance with regulations (e.g. Building Regulations, CDM) and SCC Policy, Procedure, and Process and that SCC adheres to statutory requirements.
- Taking prompt and effective action to address risks including escalating and taking action to eliminate, reduce, or delay. To include supporting any team member Project Lead escalation as is required.
- Monitoring expenditure and costs against the funding as the programme progresses, being aware of the organisations overarching financial position. Including comprehensive planning and cash flow projections of the team wide projects.
Personal Requirements:
- Educated to degree level preferably in the built environment.
- Post graduate specialism degree level / commensurate professional experience.
- PRINCE 2 or equivalent project management qualification or equivalent professional experience.
- Chartership of a relevant organisation such as RIBA, RICS, CIOB, APM (Desirable).
- Demonstrate experience of the ability to plan and manage revenue and capital projects in the built environment.
- Experience of delivering change in a complex, politically sensitive environment.
Working Hours: 36hrs / 9:00am - 17:00pm / Monday to Friday
Pay: £550.01 per day
