Private vehicles are a huge contributing factor in carbon emissions. We are aiming to improve public transport in the city and will look to provide positive alternatives to the car.The Dft's National Bus Strategy for England "Bus Back Better" sets out the requirements for the BSIP and Enhanced Partnership Plan and the newly appointed Public Transport Manager's main role is to manage this.
Southend-on-Sea City Council are looking to appoint a full-time Public Transport Manager in a 1-year fixed term capacity - with the possibility of a 3 to 4 year extension.
Working in the Strategic Transport Team and along with stakeholders, the successful candidate will use their organisational, technical and leadership expertise to transform public transport in Southend.You will be expected to be the council's expert for the national bus strategy, manage further grants, and liaise with local bus and train operators and providers on a range of transport issues, including the future planning and delivery of the local bus services.You will also analyse, appraise and respond to national transport policy developments, and consultation documents for public transport - outline the implications, make recommendations, proposals and present reports in council meetings.
Within this position, hybrid working opportunities are available. It is anticipated that you will need to be on-site at the Civic Centre 2 days a week to meet the minimum requirements of the role.
This is an exciting time and an excellent opportunity to help shape the future of public transport in the city.What you'll need to succeedTo be successful in the position, it is essential that you have an in-depth knowledge of the public transport sector, including an understanding of the transport policy and how to deliver high quality bus service improvements.
You will have proven experience of project management, managing a team and engagement with stakeholders, councillors, external partners and the public.You must have knowledge of the Bus Service Act 2017 and be familiar with the requirements of the local public transport operations and have an understanding of the objectives of national transport policies.
You will be committed and passionate with enthusiasm, organisational skills and determination to drive exciting change and deliver results.
