Overview

  • A unitary authority nestled deep in South-eastern Essex is looking to recruit a Regulatory Services Officer to carry out housing inspections, monitoring things like damp and mould, disrepair, cladding etc.
  • If conditions in the properties inspected are not up to standard, the landlord or owner is required to improve them.

Duties and responsibilities

  • To undertake a range of complex Regulatory Services
  • To take a lead responsibility for undertaking statutory functions involving projects, inspection programmes / major or complex investigations.
  • To carry out follow up visits and enquiries within relevant premises as required.
  • To supervise and / or assist colleagues both within the team and across the organisation including the allocation and management of cases.
  • To undertake a range of complex 'out of hours' inspection and enforcement duties including evenings (running into the early hours of the morning) and weekends in accordance with contracted hours and as required.
  • To carry out formal actions in relation to offences, breaches of Conditions and other specific requirements, to include issuing enforcement notices, Fixed Penalty Notices, issuing verbal and written warnings, and institution of legal proceedings.
  • To respond to and investigate complex Regulatory Services complaints and enquiries from the general public and businesses.
  • To contribute to developing and maintaining effective relationships with partners and other external bodies.
  • To support in the development of a policy framework and enforcement protocols for key activities within Regulatory Services under the direction of the Regulatory Services Manager and to deliver services within the framework.
  • To act as a source of advice and guidance in relation to Regulatory Services and related matters, including advice and guidance to the public, businesses and other members of staff.
  • To maintain a good working knowledge of relevant legislation.

Skills and experience required

  • Experience carrying out housing inspections.
  • Knowledge of relevant regulatory services legislation, relevant investigation procedures and knowledge of national, regional and local policies regarding regulatory services issues.
  • Experience working on investigations.
  • Experience of applying national / regional / local policies to regulatory services work.
  • Experience of using a relevant database for recording and managing work.
