Our client is currently recruiting for a Service Accountant for their Housing Revenue Account (HRA) on a permanent basis.

The role will report direct to the Assistant Head of Financial Services - Capital, Grants and Business Support and will be the key senior contact providing day to day and strategic financial support and advice for the organisation's Housing Revenue Account (HRA) function as well as the Housing Service within the Directorate.

This role will need to identify and assess the impact on the Directorate of central government and ministerial announcements, changes in the economy and the market, and changes in demand and demographic factors. This will need to include full financial analysis, supporting analysis, commentary and recommendations that take into account the impact across the whole organisation.

The role will need to identify areas of weakness and where there are opportunities for the HRA Service to increase its funding and areas where expenditure can be reduced. The role will also need to recommend solutions and be involved with, and in some instances lead, the work and projects that deliver the solutions.

Duties and Responsibilities but not limited to:

  • Develop and maintain relationships between the Business Planning and Development Service and the Directorate and stakeholders in a way that enables performance to be optimised including resolving conflicts and service delivery problems and working to ensure Directorate services understand corporate requirements and respond accordingly.
  • Work with Directorate services to establish robust business and financial strategies and plans that meet business needs consistent with agreed corporate strategies and approved budgets.
  • Understand the key regulatory and technical accounting requirements of the HRA, interpret and translate these to senior management and ensure the Councils accounts are compiled in accordance with those regulations.
  • Interpreting present and forthcoming Government policy changes to predict future financial impact on the council and input into corporate and client department response planning.
  • Ensure that all major projects, capital schemes and/or business opportunities are consistent with corporate and/or service objectives and priorities and are appropriately appraised, financially robust and legal.
  • Ensure appropriate arrangements are in place to manage agreed major projects, capital schemes and/or business opportunities in accordance with corporate protocols taking into account the risks to delivery.
  • Identify and develop external funding opportunities that are consistent with corporate and/or service objectives and priorities and ease the burden on the local tax payer.
  • Evaluate and maximise the effectiveness of the systems of internal financial control, risk framework and governance processes across the business to ensure public money is appropriately accounted for and controlled including establishing appropriate arrangements for all significant risks to be understood and responded too.
  • Ensure the organisation’s Final Accounts and associated external reporting requirements (including Statutory Returns) are completed on time and in line with agreed arrangements/rules and regulations for their client services.
  • Contributing to the HRA service planning and performance management processes to ensure that targets are set and achieved consistent with client and corporate requirements.

Personal Requirements:

  • CCAB Qualified & Significant post CCAB Experience.
  • Experience of HRA accounting and regulations.
  • Senior level experience in Finance Team or equivalent.
  • Demonstrates relevant advanced experience and skills of both high level and detailed medium term financial forecasting and budgeting to be able to fulfil the obligations of the role.
  • Extensive experience in delivering high level financial and/or business consultancy support to a significant and diverse client base.
  • Demonstrates advanced ability and skill to provide and enable financial advice in relation to financial standards, options appraisal, and financial modelling.
  • Demonstrable knowledge of project management tools and techniques. Sufficient skill to develop and implement large-scale projects, utilising and leading multi-skilled project teams.

Pay: £37,946.00 - £44,918.00
