Interim Portfolio Surveyor
Location: South West
Contract: Part-time (3 Days p/w), 12-month contract
Our client, a local authority in the South West, is seeking an experienced Portfolio Surveyor to support an asset transfer programme involving the potential negotiation and transfer of up to 70 public play areas and other council assets to Town and Parish Councils. This dedicated role is crucial to meeting corporate timelines and ensuring resources remain focused on other key asset release activities.
Key Responsibilities
- Lead on property transfers to third parties, particularly to Town and Parish Councils and the third sector.
- Provide expert property management services, dealing with all landlord and tenant matters, as well as valuation, acquisition, and disposal of properties.
- Manage land and property assets, including multi-let buildings and service charges, and oversee the granting of leases, licences, easements, and wayleaves.
- Offer professional property advice to internal and external stakeholders to ensure effective and economical outcomes.
- Negotiate on behalf of the Council on a range of property matters, liaising with landlords, tenants, community organisations, and government departments.
- Ensure efficient estate management, balancing a portfolio of properties through valuation, negotiation, sales and acquisitions, landlord and tenant agreements, and general property management.
About You
- RICS qualified Chartered Surveyor or an experienced property professional with relevant expertise.
- Strong experience in property transfers to third parties, ideally within the third sector and local government.
- Proven background in land and property management, including negotiating leases, disposals, and acquisitions.
- Experience in stakeholder engagement with Town and Parish Councils and community organisations.
- Strong negotiation skills and the ability to manage complex asset transfer programmes.
