Project Manager – Housing Repairs (West Midlands)

We are working with a Local Authority Council who are looking for an enthusiastic and experienced Project Manager – Housing Repairs to assist them with reintegrating the repairs and maintenance service (which is currently an ALMO) back into Council control and management.

The client is looking for someone with practical repairs experience and prior experience of bringing in performance management approaches; understands the day-to-day repairs delivery.

Start: ASAP

Duration: 6 – 12 Months initially

Rate: £450-600 Inside IR35

Hybrid Working: 2 – 3 days onsite in the Midlands

Requirements:

  • Manage the day-to-day delivery of the Project, which covers the delivery of 8 workstreams established to ensure a smooth transition back to the council
  • Provide support and cover for the Programme Lead on the delivery of the programme; leading governance arrangements and day to day management of the workstreams
  • Ensure all due-diligence activity has been completed and information is readily available and accessible
  • Drive forward stakeholder management across the project and build and continually maintain communication with stakeholders based on the communications strategy, which you will help to inform
  • Develop proposals for fit for purpose structures and lead the consultation processes
  • Provided project management expertise and support to the project governance arrangements involving the major stakeholders, staff, relevant professionals and other agencies
  • Monitored project progress, identify areas of development, develop the programme risk register and lead on the resolution of any issues, in order to ensure that the objectives of the programme are delivered within the specified budget, timescale and to the specified standards
  • Work closely with other members of the overall project team on stakeholder management, dependency management and sharing insights from the programmes/projects they work with
  • Undertake effective liaison with Trade Union representatives and manage and lead communication and engagement activity with employees and stakeholders
  • Ensure that professional input is provided from an operational and functional perspective throughout the programme
  • Effectively estimate costs, timescales and resource requirements for the successful delivery of the programme
  • Review, identify and challenge areas of concern, identification of risks and mitigations and escalate them to the project lead and project team where required
  • Work closely with members of the management team to understand service delivery; budgets; structures and performance

Responsibilities:

  • Practical experience and understanding of building maintenance and demonstrable technical knowledge of housing repairs and maintenance
  • Project or programme management qualifications (e.g. APM, MSP, Prince 2) or experience in programme/project management and change management, including the delivery of high profile, complex and high-risk projects and programmes
  • Proven experience in managing repairs and maintenance services at a head of service level and/or experience of insourcing repairs and maintenance services
  • Experience of working in a local government setting at a strategic level.
  • Strong understanding of repairs and maintenance, policies, and procedures.
  • Strong understanding of housing regulations, repairs and maintenance regulations
