An opportunity for a Contract Administrator has arisen with the local authorities on a 1 Month contract

Pay Rate: 24.22 Per Hour (PAYE) plus Holiday pay.

Location: ST2 0EU

Working Hours: 37 hours per week, Monday to Friday, 09:00 AM - 5:00 PM

Job Purpose:

  • To provide a comprehensive client representation and monitoring service on behalf of the Council and strategic partners about the contracts designated to the PFI Contracts & Premises Management Service.

Typical involvement will include:

  • To support the effective monitoring of individual contracts by Council procurement and contract management procedures and with current national best practices.
  • To ensure legislative compliance on all school properties, satisfaction of all client landlord duties, and awareness of obligations by the school management and governing bodies.
  • Ensure that all contractor works and services obligations are executed according to the Project Agreement, output and other specifications.
  • To review the effectiveness of existing working methods and implement creative approaches to service development and continuous improvement in conjunction with the Team Manager Schools and contractors.
  • To establish and maintain effective working relationships with key partners and stakeholders within the organisation and externally.
  • To prepare and regularly monitor risk registers for contracts to ensure that risks are appropriately shared with contractors, preventatively managed and any issues resolved.
  • To maintain safe working practices and procedures including health and safety risk assessments.

Qualifications and Experience:

  • At least one further higher qualification to the HNC level
  • Project management based on Prince 2 principles
  • Knowledge of high-value and complex contracts
  • Knowledge of PFI contracts
  • Knowledge of current contract and procurement legislation codes of practice and building bulletins
  • Knowledge of current financial legislation, regulations, codes of practice and accounting procedures
  • Experience working with service providers within either PFI or PPP contracts
  • Experience of PFI contract finance
  • Experience in budget and/or financial modelling using MS Excel.
