Here at Hays, we are working with a large public sector housing association based in the North East to recruit for a Procurement Partner on a permanent basis, this is a full time role that offers hybrid working with 2 days at home. The role is paying £55,000 annually, along with some brilliant employee benefits including an early finish on a Friday. The Procurement Partner will be joining at an exciting time for the organisation, as they are partway through their 5-year procurement strategy. You will be working across various business areas and involved in tenders that typically exceed £120k. The focus of the contracts will be Construction, with some involvement in other indirect areas (IT, Corporate Services, Legal. The role will be providing proactive, responsive procurement services including pre-market engagement, the placement of notices, preparing and issuing tender documents, analysing and awarding contracts and to support the Procurement Team. Key Responsibilities for this role:

  • Support the Senior Procurement Partner to track progress against contracts, supporting with robust supplier relationship management, and ensuring suppliers contracts are managed effectively across the Group.
  • Manage the partnership areas for which you are responsible to ensure best practice is always adopted.
  • Responsible for actively managing risk and promoting effective risk management within the procurement function.
  • Provide proactive, responsive procurement services on tenders over £120k including the correct placement of notices and advertising of such tenders where it is appropriate to do so and undertake tender competitions for both capital and revenue purchases over £120k, coming with relevant framework agreements, the Organisation's financial regulations and current regulations.
  • Ensure that corporate, social and environmentally responsible issues are considered in all procurement activities undertaken.
  • Line manage the day-to-day activities of the Junior Procurement Partner.

Key skills and experience for this role:

  • Ability to build and nurture positive relationships with senior management, key users, business stakeholders and suppliers.
  • Understanding of contract law, and the ability to draft contracts with minimal support from legal professional with appropriate knowledge of PCR 2015 and PA 2023.
  • Financial and commercial awareness.
  • Understanding of negotiation and influencing skills and how they support procurement activities.
  • Knowledge of contract buying and tender procedures.
  • Excellent interpersonal skills.
  • Proven track record of delivery
  • Relevant experience of successful achievement in procurement and contracting, including the negotiation of contracts.
  • Evidence of continuous professional development.
  • CIPS Level 4 - willing to work towards CIPS Level 6
  • Procurement Act 2023
  • Experience of using an eProcurement system.
  • Experience with Construction procurement would be advantageous.
