PROPERTY SERVICES OFFICER-COMPETITIVE SALARY, PLUS BONUS, PLUS EXCELLENT BENEFITS

To work alongside the Asset Manager on the development and continuous improvement of all aspects of the property service team’s repairs and maintenance function.

  • Provide a high quality, efficient, effective, and compliant office management administration service for the repairs function of the property services team.
  • Monitor repairs contracts and contractor's data daily to ensure the delivery of excellent services that demonstrates that both quality and value for money is being delivered.
  • Ensure WIP is managed to deliver SLAs to customers.
  • To ensure robust contractor performance management which includes leading on meetings.
  • Meet with contractors and chair meetings and ensure all contract related paperwork is on record and up to date.
  • Provide monthly repairs KPI data and reports for the Asset Manager and Leadership Team.
  • To act as escalation, point of contact for customers & external organisations and ensure effective liaison with internal and external colleagues
  • To assist with providing data during internal audits for repairs functions and the implementation of audit recommendations.
  • To lead on investigations and respond to stage 1 complaints, liaising with residents, contractors, and staff as appropriate and to attend to panel hearings where required. To ensure that learning outcomes are incorporated back into the business.
  • Act as lead person in overseeing disrepair and insurance claims from initial claim through to settlement.
  • To support the team to increase the use of the housing management system for all communications and to identify and implement new processes in order to maximise the potential of the system.
  • Represent and promote the organisation externally as a professional provider of quality services
  • To assist with ensuring new developments and their components and service requirements are accurately set up on the asset management system with the appropriate contract and defect arrangements in place.
  • Develop, implement, and manage robust administrative and clerical procedures including but not limited to contract administration, internal administration, invoicing, budget management, and data management.
  • Develop, implement, and manage effective liaison with residents and contractors through various forums to assist the Asset Manager in delivering services that are designed against resident demand and meet departmental targets.
  • Ensure that data entry for the Housing Management system, compliance databases and asset database is accurate and timely so that records are fully maintained and constantly up to date.
  • Review, interpret and challenge technical information supplied by third parties.
  • Attend contract meetings and where required produce accurate and technical minutes.
  • Audit, understand and interpret contractor's invoices ensuring charges are accurate and manage invoice disputes when they arise to ensure that the organisation is delivering value for money (VFM) and complying with corporate payment terms.
  • Authorisation of invoices in accordance with standing orders and budgets, including service chargeable costs.
  • Develop and maintain excellent file management of paper based and electronic systems and ensure property data is regularly and routinely input into the Property Services electronic database including but not limited to emails, contractor reports, quotes, and meeting notes.
  • Work closely with the Surveyors and contractors to schedule appointments with residents and contractors.
  • Ordering of repairs via the organisations Housing Management System or contractor's portals.
  • Dealing with team correspondence on a daily basis and other reasonable duties as directed by the Asset Manager.
  • To lead on conducting periodic due diligence reviews of our repair’s contractors and their sub-contractors, ensuring all contractors and operatives are suitably trained, competent and adequately insured.
  • To plan the aims, objectives and priorities of the work area and communicate/delegate these effectively
  • Provide excellent leadership by helping, motivating, and developing the team to deliver and perform to a high standard.
  • To provide clear guidance, instruction, advice or coaching for team members.
  • To manage, report and monitor team and individual performance, adhering to procedure for one-to-one reviews and appraisals.
  • Ensuring effective liaison with internal colleagues across external bodies to ensure a high performing joined up service for residents.
  • Commitment to continuous improvement of self and internal processes.
  • Effective, clear, and timely communication with residents and contractors.
  • Work within the H&S policy of the organisation.
  • Delivery repairs and maintenance services in line with key Property Services risk areas such as asbestos management, gas safety and electrical safety.
  • Ensure relevant health & safety equipment is tested on a regular basis.
  • Undertake up to date training with particular regard to statutory compliance issues i.e., Gas, Asbestos and Legionella.
