Quantity Surveyor - Highways Sector
Location: Norfolk

Anderselite is seeking an experienced Quantity Surveyor to join a growing Highways division, delivering a range of projects for National Highways, Local Authorities, and Maintenance contracts. This is a key role supporting the commercial lead and overseeing the administration of contracts to ensure quality, profitability, and effective project delivery.

Responsibilities
  • Lead the administration and delivery of NEC and JCT contracts on highways infrastructure projects.
  • Manage and develop Quantity Surveying teams across major road maintenance, resurfacing, and improvement schemes.
  • Build and maintain strong client and stakeholder relationships, including local authorities, National Highways, and contractors.
  • Ensure cost control, forecasting, value engineering, and risk management for highways projects.
  • Support the commercial lead with financial analysis, cost reporting, valuations, and final account settlements.
  • Negotiate, settle accounts, and maximise project margin through effective procurement strategies and supplier management.
Requirements
  • Degree in Quantity Surveying, Civil Engineering, or a related discipline.
  • Chartered status (MRICS, MCIOB, MICES) or working towards professional accreditation.
  • Strong experience in highways, infrastructure, and civil engineering projects.
  • Extensive knowledge of NEC3/4 and JCT contracts, including option assessments and dispute resolution.
  • Skilled in negotiation, forecasting, cost reporting, and financial control of multi-million-pound highways schemes.
  • Familiarity with CESSM, Method of Measurement for Highway Works, and Highways England/National Highways specifications.
  • Understanding of procurement routes, including Early Contractor Involvement (ECI) and frameworks such as NEC PSC.
  • Knowledge of employment law, subcontractor management, and performance management is advantageous.
