We have an exciting new role become available for someone to work within the Drugs Testing on Arrest Officer (DTOA) team at Devon and Cornwall Police at their Torquay Police Station.

In this position, you would be required to travel to different force location/custody suites. Therefore, a clean Full UK Drivers licence is a must.

This is a temporary role, working Monday to Friday, 37 hours a week.

The principal responsibility of the role is to manage and co-ordinate the 'Drugs Testing on Arrest' (DTOA) process across custody suites within Devon and Cornwall police, ensuring quality and continuity in the testing process and provide performance management information, including monthly returns to the Home Office.

This will include identifying and recording offences within the required assessment process, together with commencing the initial investigation, whilst promoting drug testing on arrest together with drug referral and drug treatment for detainees to staff as a crime prevention intervention.

In particular to:

  • Analyse and interpret data gathered through the programme and reporting this back both internally and externally to the organisation.
  • Collate and record offences related to the DTOA programme. Making decisions on prosecution, creating prosecution files and monitoring outcomes of these.
  • Maintain the equipment for the programme and training staff as required on equipment and processes.
  • Maintain the DTOA financial budget and allocate spend where require in line with Home Office funding figures.

In addition, there are some functions that are intrinsic to this role:

  • Lone working
  • Driving long distances
  • Working with chemicals/biological hazards

ESSENTIAL CRITERIA:

  • Must hold a UK drivers' licence, unless prevented by reason of disability.

  • Proven ability to use computer systems including Microsoft Office applications, in particular Excel spreadsheets.

  • Ability to extract and interpret data from systems and/or databases and collating the data in a presentable format for senior leadership and external agencies.

  • A good working knowledge of investigations and the Criminal Justice system, police procedure and deployments, police investigations and Human Rights legislation.

  • Experience in making and reviewing decisions after gathering all available information, assessing risks and considering available options.

  • Demonstrate the ability to work co-operatively and unsupervised.

  • Able to put together training and deliver training to colleagues.

  • Excellent planning and organisation skills to be able to manage their own time effectively and achieve deadlines and requirements of partner agencies.

  • A proven ability to communicate at all levels and the ability to influence improvements in working practices.
