  • Significant post-qualification professional experience in a similar environment
  • Expert knowledge in specialist subject area, including policy, legislation, systems, and professional guidelines
  • Strong understanding of emerging trends and sector-wide developments
  • Proven experience developing and implementing systems, policies, procedures, and best practices
  • Excellent ICT skills, including Microsoft Office and specialist software
  • Sound knowledge of operational systems, functionality, and capabilities
  • Experience in delivering complex projects and contributing to organisation-wide programmes
  • Ability to lead service transformation and drive continuous improvement initiatives
  • Strong planning, organisational, and workload prioritisation skills
  • Ability to manage and evaluate performance against set targets and standards
  • Highly effective interpersonal, communication, negotiation, and influencing skills
  • Proven problem-solving ability using initiative, creativity, and strategic awareness
  • Ability to apply professional judgement in complex, high-impact decisions
  • Experience advising senior leaders, councillors, and external partners on complex or sensitive issues
  • Confident in representing the service or council internally and externally
  • Skilled at balancing conflicting requirements and negotiating successful outcomes
  • Contribute to the development of long-term strategies and policies
  • Track record in identifying risks, trends, and service performance issues and recommending actionable solutions
  • Responsible for setting service standards and working practices that have council-wide impact
  • Ability to monitor and review service delivery and implement change where needed
  • Postgraduate professional qualification and/or significant relevant experience at a technical/professional level
