MRJ Associates are working on behalf of our client Hillingdon Council who are recruiting for Revenues & Benefits Control Team Leader within the Local Authority paying up to £29ph.

PRIMARY JOB FUNCTION
The role is required to be expert in legislation and procedures in one or more area relating to Council Tax, Business Rates, Benefits or Subsidy. The Revenues & Benefits Technical Control Specialist will
provide the processing backbone for hundreds of thousands of complex transactions each year. This includes maintaining accurate software and data, as well as supplying vital performance and financial reports through which all Revenues and Benefits services can be monitored.
Ensuring that Council Tax, Business Rates and Benefits data, systems and financial controls are accurately and efficiently maintained. To ensure that the work of the Revenues and Benefits Technical Control team is carried out in an effective, efficient, and economical way and the service provides the best value to the Council, customers and other stakeholders.
The post holder will be required to focus on one or more area in Revenues & Cashiers, Benefits or Subsidy taking responsibility for and managing these processes
DUTIES AND RESPONSIBILITIES
- To demonstrate understanding of the Council’s Customer Care Standards and ensure that these standards are met to deliver the Council vision of ‘putting our residents first’
- No direct supervisory responsibility however will be required to assist in induction, development and training of peers and employees
- Indirect management of staff in Revenues & Benefits Technical Control team to ensure duties of the team are carried out
- To monitor service level agreements with stakeholders and take responsibility for delivery of the service’s business objectives
- Day to day management of billing and recovery processes being carried out, in an effective and timely manner to ensure the collection of ½ billion pounds revenue for the Council
- Day to day management of the benefits system processes carried to ensuring correct pay out of approx 151m per year
- Responsible for ensuring the subsidy claim preparation & system processes are carried out and claims are amended to reflect correct subsidy allocation
- Ensure, the completion and submission of all Government returns and statistics in a timely manner
- Ensure that systems, applications, processes and procedures, within the Revenues & Benefits Service, are accurate, fully tested and secure, in accordance with Government legislation and audit requirements
- Ensure all cashiering processes are carried out for in timely manner and allow the year end collection statistics to be produced and the closure of the Council’s accounts to occur within set time limits.
- In conjunction with other officers manage the implementation of systems within the Revenues & Benefits service.
- Maintain effective working relationships and partnerships with Government Departments, other Council Services, external agencies and stakeholders, ensuring that the council’s interests are protected and ensuring value for money in all transactions.
- Ensure the effective operation of the team by ensuring that procedures are written, maintained, up to date, correct and issued in a timely manner.
- Ensure complaints and Member enquiries are investigated and acted upon in accordance with Council Policy.
KNOWLEDGE, SKILLS AND ABILITY
- Subject matter expert in one or more of the following areas: Housing Benefit, Subsidy or Council Tax and Business Rates With the ability to understand and interpret legislation
- An understanding of Government’s Welfare Reform agenda and the effect on Housing Benefit
- Ability to communicate complicated issues clearly and concisely both verbally and in writing.
- An understanding of performance management of staff and general employment policies.
- Ability to organise team workloads to achieve set goals within specific timescales
- Adapts to changing demands to ensure that objectives are met, overcoming problems and making well considered decisions.
