Summary:
We are seeking two experienced Project Managers with a background in Construction Project Management to join our team working on the Ministry of Defence (MoD) South East Region Billable Works programme. The role involves managing all aspects of the project lifecycle up to the contract negotiation stage, handling tasks such as investigating requirements, supporting cost assessments, validating scopes, procuring surveys, and managing the tender process.
Hybrid / Watford and travel to MoD sites around the south east.
The Billable Works development team operates mostly in the RIBA Stages 0-4, focusing on pre-construction activities and providing services directly on the MoD estate. Projects typically range in value from £100k to £1m, with some projects in their early stages valued up to £5m. This is a fast-paced environment with high project turnover, and the role requires frequent travel across the MoD estate.
Candidates must have a valid full UK Driving Licence and access to their own vehicle, and preferably hold SC Clearance or be able to obtain BPSS before commencement. Chartered membership of a relevant professional body is highly desirable.
Key Responsibilities:
Investigate tasks at the requirements stage
Support the production of Rough Order of Costs and deliverability assessments
Validate scopes and produce project specification documents/SOW
Procure and organise on-site surveys, feasibility studies, and early design work
Obtain design approval and prepare document packs for tender
Manage the tender process to completion, including RFI’s, evaluation, and commercial settlement
Prepare documents for Firm Price submissions to DIO for approval
Manage multiple stakeholders and provide regular reports to management
Travel to sites, with occasional overnight stays, as required
Skills:
High levels of attention to detail and accuracy
Ability to manage and retain a high volume of information
Experience in producing high-quality and accurate technical documents
Understanding of pre-construction activities and design/tendering processes
Experience evaluating technical tender and commercial documents
Familiarity with NRM pricing
Strong stakeholder management skills
Ability to manage multiple projects and workstreams
Experience with MoD/DIO contracts or similar regulated environments (e.g., Nuclear, Highways, MoJ, NHS)
Chartered membership of a relevant professional body or equivalent qualifications
Software/Tools:
Common project management software (e.g., MS Project, Primavera)
Document management systems
Familiarity with CAD software (beneficial)
Certifications & Standards:
Chartered membership of Construction/Engineering/Facilities or Project Management bodies (e.g., MCIOB, M/AssocRICS, MAPM, MCIAT, Prince 2, NEBOSH, IOSH)
Valid SC Clearance preferred (BPSS required before commencement)
