Main Duties and Responsibilities:


1. To oversee the effectiveness and provision of care, accommodation, and support through working with the registered provider and building links with other partners and agencies as appropriate.
2. Liaise with the home’s Registered Manager on referrals and admissions to ensure the effective management of resource allocation within the context of placement matching, and placement stability, and to support corporate parenting.
3. To ensure the organisation is providing a comprehensive placement service through managing admissions to the home in partnership with all Local Authorities and other agencies.
4. To ensure indirect responsibility of care plans and placement plans, activities, and community involvement, and provide oversight of individual care planning for all young people looked after by the home.
5. Be responsible for reporting regularly on the home to ensure that it fulfils its Statement of Purpose, function, and is run in accordance with statute and the registered provider’s policies, guidelines, and instructions.
6. Ensure the home is fully prepared and ready for regular Ofsted inspections, by ensuring the monitoring of practice through your own supervision of the Registered Manager, scrutiny of Regulation 44 and 45 reports and any other reports concerning the home, including OFSTED inspections and compliance visits from Local Authorities.

7. To provide regular formal and informal supervision to the home’s management team, encouraging professional development, completing, and identifying training and staff development needs to ensure objectives are met.
8. To attend the children’s home to establish meaningful relationships and gain extensive knowledge of each child placed, their care plans and EHC plans.
9. To provide effective leadership, management support and guidance to the operational/ Registered Manager in the development of the children’s home.
10. To oversee the joint operation of resources in the children’s home, including approval of rotas and hours used; authorisation of overtime, provision of relief and agency cover and other establishment costs; staffing, financial management, administrative matters, standards of accommodation, fire precautions and staff learning, development and training.
11. To oversee the appropriate use of financial budgets.
12. Ensure young people in the children’s home are effectively safeguarded and are receiving a standard of care that is compliant with the homes Statement of Purpose and Children’s Guide.
13. Promote a high standard of professional practice through personal example; encouraging appropriate professional training & development by managing a comprehensive programme of performance management and formulating continuous improvement plans.
14. To oversee that electronic and paper administration systems are current and appropriate, that recorded information is accurate, and that timely data is provided by the Registered Manager.
15. Promote and maintain a healthy and safe environment for all residential staff.
16. Appoint/assist in appointing staff, oversee the proper application of the home’s recruitment and selection procedures and manage and oversee any induction, discipline, capability, and grievance procedures.
17. To ensure that young people’s needs are met through a strong emphasis on communication and participation.
18. To participate in meetings and training events as required by line managers and directors.
19. To partake in the homes on-call system, alongside the manager and deputy manager.
