Halton Borough Council is looking for a dedicated and experienced Senior Engineer - Flood Risk Management to join our forward-thinking team. This role is pivotal in ensuring the safety, sustainability, and compliance of flood risk and drainage management projects across the borough.
Key ResponsibilitiesDevelopment and Implementation of Schemes
- Design, procure, and supervise land drainage improvement and maintenance schemes implemented by developers and contractors.
- Develop and implement flood risk and coastal erosion management schemes aligned with the Council's strategies and capital programmes.
- Undertake bid writing for the service and support colleagues in preparing funding bids as required.
Flood Risk Management Strategy
- Support the preparation, development, and delivery of the Council's Flood and Coastal Erosion Risk Management Strategy and associated plans.
- Undertake investigations, studies, and designs that contribute to the Council's flood management policies, strategies, and guidance for developers.
- Ensure all flood risk management activities comply with current standards, legislation, and best practices.
Consultation and Evaluation
- Provide expert advice as part of the Council's statutory role as Lead Local Flood Authority and consultee.
- Assess and evaluate flood risk and sustainable drainage proposals submitted by developers.
- Liaise with stakeholders, elected members, and the public regarding flood risk and drainage-related schemes.
Programme Management and Leadership
- Prepare feasibility studies, estimates, project plans, and reports to support the Council's service programmes.
- Manage procurement processes, including the supervision of consultants and contractors, ensuring compliance with Council policies and legislation.
- Supervise scheme implementation, acting as Works Supervisor when required.
Emergency Response and Additional Duties
- Provide out-of-hours cover for highway emergencies and winter maintenance services.
- Represent the Council at meetings, hearings, and court on flood risk and drainage matters.
- Degree in Civil Engineering, Environmental Engineering, or a related discipline.
- Chartered or working towards membership of a relevant professional body (e.g., ICE, CIWEM).
- Proven experience in flood risk management, drainage design, and land drainage improvement.
- Strong knowledge of legislation and guidance related to flood risk and drainage, including the Flood and Water Management Act.
- Exceptional project management skills, with experience managing budgets and programmes.
- Excellent communication and stakeholder management skills.
