Halton Borough Council is seeking an experienced and highly motivated Senior Engineer - Section 38 to join our dedicated Highways and Transportation team. This role offers an exciting opportunity to play a key part in the development and improvement of the borough's highway infrastructure, ensuring projects align with legislative requirements, industry standards, and the needs of the local community.



Key Responsibilities

Highway Design and Development

  • Assess and evaluate highway and drainage design proposals submitted by developers to ensure compliance with current standards, guidance, and legislation.
  • Supervise and inspect the construction of highway and drainage improvement schemes, ensuring high-quality delivery and adherence to relevant agreements.
  • Manage highway adoption and improvement agreements, from planning approval through to construction and formal adoption.

Programme Management and Delivery

  • Undertake feasibility studies, prepare project plans, estimates, and reports, and manage budgets for infrastructure schemes.
  • Supervise scheme implementation, including contract administration, financial management, and settlement of accounts.

Stakeholder Engagement

  • Liaise with elected members, partner organisations, and the public to ensure effective communication and consultation on highway projects.
  • Collaborate with internal and external colleagues to coordinate maintenance and improvement schemes.

Technical Expertise and Compliance

  • Ensure compliance with the Highways Act, Construction Design and Management (CDM) regulations, and other relevant legislation.
  • Maintain a thorough knowledge of current industry standards, codes of practice, and best practices in highway development and management.

Leadership and Representation

  • Prepare and present clear, concise reports to Management Teams, Executive Boards, and other stakeholders.
  • Represent the service at meetings, hearings, and court, and deputise for the Service Manager as necessary.


Essential Qualifications and Experience

  • Degree in Civil Engineering or equivalent qualification.
  • Membership of a relevant professional body (e.g., ICE, CIHT) is desirable.
  • Proven experience in highway design, development, and construction supervision.
  • Comprehensive knowledge of highways legislation, standards, and best practices.
  • Strong project management and budget control skills.
  • Excellent communication and interpersonal skills to work effectively with a range of stakeholders.


Additional Information

The successful candidate may be required to provide out-of-hours cover for highway emergencies, including winter maintenance duties (additional payment applies).
