Halton Borough Council is seeking a dedicated and skilled Independent Conference and Reviewing Manager. This role is vital in rigorously monitoring and reviewing the quality and effectiveness of local authority care planning, child protection measures, and children's services.   • Chair statutory reviews for children in care, Child Protection Conferences, and Child in Need meetings.
  • Regularly monitor, assess, and review the quality of the local authority's planning and support, and challenge when necessary to ensure the best outcomes for children and young people.
  • Act as an independent chair for various statutory meetings and work closely with children to ensure their voices are heard and needs met.
  • Liaise with senior managers to resolve disputes and report concerns as necessary.
  • Provide expert advice and support to the council on safeguarding and care planning processes.
  • Promote child-centred services, ensuring all practices comply with legislation and best practice.

Essential Qualifications And Experience

  • Social Work Qualification and registration with the Health & Care Professions Council (HCPC).
  • Substantial, relevant social work experience in children's social care, including post-qualifying experience.
  • Comprehensive knowledge of relevant legislation and guidance, including child protection laws, Every Child Matters, and the Care Planning Regulations.
  • Ability to work effectively in partnership with multi-agency personnel and demonstrate skills in providing social work supervision and support.
  • Strong communication skills, both written and oral, with the ability to work constructively with senior managers.

Desirable Qualifications And Experience

  • Post-qualification Child Care Award (PQCCA) or Specialist Award in Children, Young People, and their Families.
  • Management qualification and experience in training others.
  • Knowledge of budget management, team leadership, and performance monitoring.

Key Skills And Abilities

  • Ability to handle complex, challenging situations involving significant harm/risk to children.
  • Proficiency in using quality assurance systems and information technology for effective service delivery.
  • Demonstrates a child-centred approach and commitment to teamwork, equality, and diversity.

Additional Requirements

  • Flexible working approach and a valid driving licence with access to a vehicle.
  • The successful candidate must have the capacity to travel across the borough and sometimes further.
