Based in the Transformation Delivery Unit for Halton Borough Council; commissioned to support the formation of projects in adult social care with a view to reduce cost of service delivery. Reporting to Senior Delivery Officer in the Transformation Delivery Unit.

The successful candidate will need to be office based for at least 40% of their time and attend in-person meetings as the schedule of the programme requires.

What you'll be doing:

* Working with service leads in adult social care, colleagues from within the Transformation delivery unit, Financial Management and Research, Data and Insight to identify high cost areas of practice using an evidence-based approach.

* Using expertise of adult social care systems, practices and regulations, provide insight and expertise in identifying areas to transform approaches and reduce costs.

* Carrying out benchmarking of costs, impact and outcomes with statistical nearest neighbours and exploring areas of best practice in other local authorities and external agencies.

* Analysing systems and processes across high cost services to identify areas for improvement and efficiencies. * Using data, insight and research, work with service leads and transformation colleagues to co-produce a series of options to meet the budgetary challenges, for consideration by the Transformation Programme Board.

Necessary skills / experience:

* Experience of working in a Local Government setting in an analytical or performance capacity in Adult Social Care or have extensive experience of supporting Adult Social Care transformation projects.

* Significant experience of working in an analytical role with a track record of with excellent numerical, research and range of analytical skills. As well as, knowledge of data management, information governance, data visualisation and mapping.

* Knowledge of statistical techniques and procedures, including specialist knowledge of analytical tools and statistical software packages required for data input, analysis and presentation.

* Ability to produce high quality analysis that draws on a range of sources and uses the most appropriate medium to visualise data. Using this data, you'll be able to demonstrate compelling and actionable stories from which clear recommendations can be developed to improve outcomes for local people or organisational effectiveness.

* Ability to work collaboratively, with a range of stakeholders to understand requirements, and identify where performance insights can inform business decisions, drive improvements or shape strategies for successful transformation.

* Ability to support strategic reporting at the corporate level and enable deep-dives into key issues which will provide Senior Leaders and stakeholders with the information and business intelligence required for effective leadership, governance, commissioning and decision making.

* Confidence working in a high support - high challenge environment and an ability to challenge the status quo
