Spencer Clarke Group are seeking a skilled Capital Projects Programme Manager to oversee Housing and General Fund programmes of work. Working closely with the Service Manager, you will play a pivotal role in planning, managing, and delivering a diverse programme of capital construction projects across the Council's portfolio. Your leadership will ensure projects are delivered on time, within budget, and aligned with agreed milestones and deliverables.

Key Responsibilities

  • Plan and oversee the delivery of construction projects across corporate operational, service, and investment properties.
  • Ensure projects adhere to agreed project management principles and reporting standards.
  • Manage and support a team of Senior Project Managers and Project Managers to ensure effective programme delivery.
  • Act as the primary point of contact for key stakeholders, ensuring clear communication and involvement throughout the project lifecycle.
  • Maintain strong relationships with internal and external stakeholders.
  • Effectively allocate and manage programme and project resources, including people, budgets, and materials.
  • Ensure resources are aligned to meet programme priorities and objectives.
  • Monitor project activities, ensuring targets for time, cost, and quality are met.
  • Provide regular updates on budget performance and delivery milestones.

Skills & Experience Required

  • Proven experience managing capital projects, ideally in a local authority or public sector setting.
  • Strong leadership skills with experience managing teams of Project Managers.
  • Excellent knowledge of construction project management, including planning, execution, and reporting.
  • Track record of delivering projects on time and within budget.
  • Outstanding communication skills, with the ability to engage and collaborate with stakeholders at all levels.
  • Professional qualification in project or construction management (e.g., PRINCE2, APM, RICS).
  • Experience managing programmes in Housing and/or General Fund sectors.
